This new investigation from the Institute for Strategic Dialogue (ISD) delves into the inner workings of a pro-ISIS account network on Facebook, providing a case study of the resilient network dynamics, technological loopholes, and cross-platform activity that allowed a web of accounts to survive and flourish for over three months on a platform which purports to be a hostile environment for terrorist actors.

The dark web and terrorism have become closely intertwined, presenting new challenges to existing security frameworks globally. This brief examines the role of the dark web in enabling terrorist activities, from communication and recruitment to radicalisation and propaganda dissemination. It reviews current literature to highlight the ecosystem of the dark web and its ramifications on national security. The analysis describes the strategies adopted by terrorists in cyberspace, from exploiting mainstream social media platforms to leveraging encrypted channels and clandestine marketplaces. It also highlights the challenges confronting law enforcement and regulatory bodies in monitoring and combating terrorist activities on the dark web, underlining the need for global collaboration. It outlines recommendations for policymakers and security stakeholders to fortify cyber counterterrorism efforts while examining the specific challenges to India.

Following the recent terrorist attacks in Paris and Tunisia in 2015, and in Woolwich, south-east London where British Army soldier Drummer Lee Rigby was murdered in 2013, there has seen a significant increase in anti-Muslim attacks. These incidents have occurred offline where mosques have been vandalized, Muslim women have had their hijab (headscarf) or niqab (face veil) pulled off, Muslim men have been attacked, and racist graffiti has been scrawled against Muslim properties. Concurrently, there has been a spike in anti-Muslim hostility online, where Muslims have been targeted by campaigns of cyber bullying, cyber harassment, cyber incitement, and threats of offline violence. Against this background, we examine the nature and impacts of online and offline anti-Muslim hate crime. We draw on our different experiences of conducting research on anti-Muslim hate crime, using two independent research projects in order to consider the affinity between online and offline anti-Muslim hate crime. We argue that, in reality, online/offline boundaries may be more blurred than the terms imply. For victims, it is often difficult to isolate the online threats from the intimidation, violence, and abuse that they suffer offline. Moreover, victims often live in fear because of the possibility of online threats materializing in the “real world.” We conclude that there is a continuity of anti-Muslim hostility in both the virtual and the physical world, especially in the globalized world.

The current crises in Syria has led to a number of Britons travelling abroad to fight with groups such as Isis. Capitalising on this growth, Isis are now increasingly fighting an online cyber war, with the use of slick videos, online messages of hate and even an app that all aim to radicalise and create a new generation of cyber jihadists. These modern day tools are helping Isis spread their propaganda and ideology to thousands of online sympathisers across the world. Indeed, the group has actively been using social media sites such as Twitter, Facebook and YouTube to recruit new would be members. This is being done through images and the streaming of violent online viral videos filmed and professionally edited that are targeting young and impressionable people. Portraying a glamorised and ‘cool’ image, Isis fighters are beginning to act as the new rock stars of global cyber jihad. The Internet therefore is becoming the virtual playground for extremist views to be reinforced and act as an echo chamber. This study analysed 100 different Facebook pages and 50 Twitter user accounts which generated over 2050 results and helped the author create a typology of seven key behaviour characteristics and motivations. The findings in this study confirmed the author’s original hypothesis, i.e. online hate is being used by groups such as Isis for a variety of reasons such as recruitment and propaganda. Moreover, this material is coordinated and controlled by Isis as a means for publishing and sending out key messages.

The Woolwich attack in May 2013 has led to a spate of hate crimes committed against Muslim communities in the United Kingdom. These incidents include Muslim women being targeted for wearing the headscarf and mosques being vandalized. While street level Islamophobia remains an important area of investigation, an equally disturbing picture is emerging with the rise in online anti-Muslim abuse. This article argues that online Islamophobia must be given the same level of attention as street level Islamophobia. It examines 500 tweets from 100 different Twitter users to examine how Muslims are being viewed and targeted by perpetrators of online abuse via the Twitter search engine, and offers a typology of offender characteristics.
