This article examines the complexities of regulating hate speech on the Internet through legal frameworks. It demonstrates the limitations of unilateral national content legislation and the difficulties inherent in multilateral efforts to regulate the Internet. The article highlights how the US commitment to free speech has undermined European efforts to construct a truly international regulatory system. It is argued that a broad coalition of citizens, industry and government, employing technological, educational and legal frameworks, may offer the most effective approach through which to limit the effects of hate speech originating from outside of European borders.

The exponential growth in the Internet as a means of communication has been emulated by an increase in far-right and extremist web sites and hate based activity in cyberspace. The anonymity and mobility afforded by the Internet has made harassment and expressions of hate effortless in a landscape that is abstract and beyond the realms of traditional law enforcement. This paper examines the complexities of regulating hate speech on the Internet through legal and technological frameworks. It explores the limitations of unilateral national content legislation and the difficulties inherent in multilateral efforts to regulate the Internet. The paper develops to consider how technological innovations can restrict the harm caused by hate speech while states seek to find common ground upon which to harmonise their approach to regulation. Further, it argues that a broad coalition of government, business and citizenry is likely to be most effective in reducing the harm caused by hate speech.

The idea of homegrown terrorism is not a new concept, especially considering the history of challenges faced by the United States and other Western countries. However, the current violent jihadist problem has overshadowed those past misfortunes in terms of its objective and volatility. What is emergent is the means by which the individuals involved in this movement reinforce or possibly operationalize their radicalized behavior. The Internet is often that vehicle. Efforts to reform U.S. intelligence have placed increasing value on open-source information for threat assessments. Consequently, the open Internet has been targeted in search of radical actors, both foreign and homegrown. Some analysts contend that the availability of radical discourse on the Internet presents an opportunity for early identification by authorities. This thesis analyzes the value of open-source exploitation of the Internet in the domestic counterterrorism role in relation to other detection techniques in order to extract best practices and lessons learned for improved intelligence and law enforcement activities.

This article will explore three crucial parameters that have been taken into consideration to attract millennials towards the Islamic State or Islamic State of Iraq and Syria (ISIS) brand: the first parameter is story creation around the historical significance of Islamic prophecies justifying the ISIS brand. Second is the symbolisms attached to the ISIS brand and its relevance (a flag, a leader, a logo, a caliphate) and, third, the actions or the sense of attachment to the ISIS brand in the form of practising ideology, gaining recognition and appeal to the millennials. The promotion of the brand has been advanced through diverse means – social media platforms, mainstream media organizations, YouTube videos, all orchestrated to gain recognition of a rising state brand on the one end and a brand of fear and intimidation on the other.

This chapter critically examines the role that the Internet and the Internet of Things (IoT) play in violent extremism. The chapter specifically focuses on arguments surrounding radicalisation as a pathway to terrorism and how individuals become radicalised due to different radicalisation processes and theories. Based on this critical analysis, the chapter argues that the Internet plays a key role in radicalisation to violent extremism due to several approaches. Issues highlighted in this chapter mainly focusses on the struggles of social media (SM) moderation and regulations. Furthermore, the chapter discusses how the IoT can aid SM regulation to reduce online radicalisation to violent extremism through artificial intelligence (AI) and machine learning (ML) technology. It will be argued how AI and ML could be deployed to reduce terrorist content online, making social media platforms (SMPs) a safer cyber space for individuals to operate within.

Cyberhate: The Far Right in the Digital Age explores how right-wing extremists operate in cyberspace by examining their propaganda, funding, subcultures, movements, offline violence, and the ideologies that drive it. Scholars and practitioners from a wide range of disciplines and professions including criminal justice, psychology, cybersecurity, religion, law, education, and terrorism studies contribute to provide an extensive analysis of the far-right online political landscape. Specific topics include laws surrounding cyberhate, propaganda, bitcoin funding, online subcultures such as the manosphere, theories that explain why some take the path of violence, and specific movements including the alt-right and the terroristic Atomwaffen Division. Relying on manifestos and other correspondence posted online by recent perpetrators of mass murder, this book focuses on specific groups, individuals, and acts of violence to explain how concepts like “white genocide” and incel ideology have motivated recent deadly violence.
