This article will argue that social media in the hands of terrorist groups constitutes a weapon, and has become increasingly capable of contributing to the facilitation of consequential harm against identified targets. In doing so it will first clarify the communicative nature of terrorist action and provide an overview of the various contributions made by jihadist strategists to the evolution of terrorist practice, and in particular the re-emergence of the practice of individual terrorism. It will then identify the intersection of individual terrorism and social media and the development and deployment of a system of social media jihad. 2 The article will explain the mechanisms by which terrorist groups exploit and deploy social media platforms, and inflict various harms, with a specific focus on individual and small cell terrorism in Western jurisdictions. Finally, a brief case study analysis of Anwar al-Awlaki will demonstrate the gravity with which governments have conceived of this problem, in part by highlighting the substantiveness of their responses.

This article describes how the internet has come to play a central role in terrorist financing endeavours. Online channels allow terrorist financiers to network with like-minded individuals, in order to increase support, raise funds, and move wealth across the international system. For instance, the Islamic State, Hezbollah, and other groups have become adept at using these channels to finance their activities. Therefore, increased examination is required of the ways in which terrorists use the internet to raise and move funds. This study assesses some of the current trends and risks associated with online terrorist financing. Some policy options are also outlined, in order to reduce the threat of terrorist financing via the internet moving into the future.

This study examines differences between users and nonusers of information communication technologies (ICTs) within the pre-incident planning processes for domestic terrorist movements operating within the United States. In addition, this study is the first quantitative exploration of the prevalence, types, and purposes of ICT use within terrorist movements, specifically environmental, far-right, and Islamic extremist movements. Using“officially designated” federal terrorism investigations from the American Terrorism Study (ATS), we analyzed extracted evidence of ICT usage among individuals (n =331) engaged in the pre-incident planning processes as members of terrorist movements between 1995-2011. While we find significant differences in terrorist ICT use across terrorist movements, our findings suggest that demographics are not a strong predictor of usage. We find the highest prevalence of usage among Islamic movements. However, evidence of online radicalization or recruitment was found predominantly among environmental movements. We conclude with a discussion of these findings and their implications for counterterrorism policy.

Violent extremist, terrorist, and targeted hate actors have been actively exploiting video games to propagandise, recruit and fundraise for more than 30 years. This report presents an analysis of that history using a unique dataset, the Extremist and Terrorist Games Database (ETGD), developed by the authors. It contains 155 reviewed entries of standalone games, modifications for existing games (mods) and browser‑based games dating from 1982 to 2024.

The titles analysed appear across the ideological spectrum: far right (101 titles), jihadist (24), far left (1) and other forms of extremism and targeted hate (29), including school‑massacre ideation (12). They span platforms ranging from simple standalone games for Atari in the 1980s to sophisticated mods for some of today’s most popular games. The number of titles has increased year on year – in line with global conflict and extremist ideological trends, and revealing a continued push by malicious actors to exploit gaming.

Far from being a comprehensive analysis of the ETGD, we intend this preliminary launch report to form a basis for future research of the dataset and a framework for continued contributions to the ETGD from Extremism and Gaming Research Network (EGRN) members. Above all, we seek to contribute to sensible policymaking to prevent violent extremism that situates games as part of a wider contested and exploited information space, which deserves far more attention from those working towards peaceful ends.
