Extremist exploitation of social media platforms is an important regulatory question for civil society, government, and the private sector. Extremists exploit social media for a range of reasons—from spreading hateful narratives and propaganda to financing, recruitment, and sharing operational information. Policy responses to this question fit under two headings, strategic communication and content moderation. At the center of both of these policy responses is a calculation about how best to limit audience exposure to extremist narratives and maintain the marginality of extremist views, while being conscious of rights to free expression and the appropriateness of restrictions on speech. This special issue on “Countering Extremists on Social Media: Challenges for Strategic Communication and Content Moderation” focuses on one form of strategic communication, countering violent extremism. In this editorial we discuss the background and effectiveness of this approach, and introduce five articles which develop multiple strands of research into responses and solutions to extremist exploitation of social media. We conclude by suggesting an agenda for future research on how multistakeholder initiatives to challenge extremist exploitation of social media are conceived, designed, and implemented, and the challenges these initiatives need to surmount.

Extreme digital speech (EDS) is an emerging challenge that requires co-ordination between governments, civil society and the private sector. In this report, a range of experts on countering extremism consider the challenges that EDS presents to these stakeholders, the impact that EDS has and the responses taken by these actors to counter it. By focusing on EDS, consideration of the topic is limited to the forms of extreme speech that take place online, often on social media platforms and multimedia messaging applications such as WhatsApp and Telegram. Furthermore, by focusing on EDS rather than explicitly violent forms of extreme speech online, the report departs from a focus on violence and incorporates a broader range of issues such as hateful and dehumanising speech and the complex cultures and politics that have formed around EDS.

Contestation over European integration has been widely studied in the rhetoric of parties, leaders, and movements on the far right in a variety of media. Focusing on Twitter use by far right actors in Western Europe, we apply corpus-aided discourse analysis to explore how imaginative geographies are used to politicize Europe among their digital publics. We find that the idea of a crisis of cultural identity pervades imaginaries of Europe amongst far right digital publics. While Europe is presented as facing a crisis of cultural identity, we find that the far right articulates an aspirational imaginary of Europe, the ‘Europe des Nations’ that rejects liberal-democratic pluralism in the EU and the ‘establishment’. We find that the contestation of Europe in far right digital publics relies on a crisis of cultural identity, representing a translation of Nouvelle Droite imaginaries of Europe into the social media space.

The traditional delicate balance between effectiveness in the fight against terrorism and the liberal democratic values of society becomes even more crucial when counterterrorism engages in AI and big data technology

The strategy of jihadist groups is based on objectives that are sometimes global. Specifically, many of these groups argue that Muslims, wherever they live, should fight for the establishment of an Islamic state or, at least, for such a state to be possible elsewhere. Therefore, taking advantage of the emergence of the Internet, they initiated an equally universal narrative strategy, with the production of a great deal of content, especially audiovisual texts. The effects of this material are known and, unfortunately, may be behind the terrorist actions of various individuals in many countries. Hence the concern of academics lies with their analyses and with the development of methodologies that can successfully deal with large amounts of multimodal information. The present research, therefore, aims to apply a quantitative procedure to the analysis of jihadist propaganda. Specifically, the authors have analysed 2,211 videos belonging to different terrorist groups, by applying an image classification algorithm. The results show that this type of approach has realistic possibilities of providing relevant information about this corpus – when realized, they may help to create automated analytical tools capable of dealing with the enormous amount of information that can be disseminated on-line.
