This paper presents a review of intervention programmes against cyberhate. Over the last decade, the preoccupation over the use of electronic means of communication as a tool to convey hate, racist and xenophobic contents rose tremendously. NGOs, legal professionals, private companies, and civil society have developed interventions but little is known about their impact. For this review we followed the method and protocol from the guidelines from the Cochrane Collaboration Handbook for Systematic Reviews and the Campbell Collaboration Crime and Justice guidelines. The review identified three key intervention areas: law, technology and education through the empowerment of the individuals under the form of counter-speech. No specific intervention towards aggressors was found and most projects focus on prevention or victims through confidence building and skills learning to speak out, report and potentially react in an appropriate way. We did not find any rigorously assessed interventions, which highlights a gap in research and stresses the need for this type of studies. The evaluation of effectiveness of interventions needs to be included in the near future research agenda. Up to now, although intentions are good, we have no evidence that the steps that are undertaken are effective in preventing and reducing cyberhate.

The unprecedented, rapid development of new communication and information technologies, such as the Internet and social media, has enabled wider dissemination of racist and xenophobic content that incites racial hatred and violence. In response, States, international and regional organizations, civil society and the private sector have undertaken a variety of legal and policy initiatives. In the present report, the Special Rapporteur examines the context, key trends and the manifestations of racism on the Internet and social media, and provides an overview of the legal and policy frameworks and the measures taken at international, regional and national levels, as well as some of the regulatory norms adopted by Internet and social network providers. He presents examples of measures taken to respond to the use of the Internet and social media to propagate racism, hatred, xenophobia and related intolerance, while highlighting the overall positive contribution of the Internet and social media as an effective tool for combating racism, discrimination, xenophobia and related intolerance.

By facilitating the flow of information in society, communications technology (CT; e.g., newspapers, radio, television, the Internet) can help terrorists to (i) spread their message, (ii) recruit followers, and (iii) coordinate among group members. However, CT also facilitates monitoring and arresting terrorists. This article formulates the hypothesis that a society’s level of CT is systematically related to terrorism. We introduce a simple theoretical framework, suggesting that terrorism first becomes more attractive with a rise in CT, but then decreases, following an inverted U shape. Accessing data for 199 countries from 1970 to 2014, we find evidence consistent with these predictions: terrorism peaks at intermediate ranges of CT and corresponding magnitudes are sizable. Our estimations control for a range of potentially confounding factors, as well as country fixed effects and year fixed effects. Results are robust to a battery of alternative specifications and placebo regressions. We find no evidence of a potential reporting bias explaining our findings.

This special responsive issue on “Platform Surveillance” critically assesses the surveillance dimensions and politics of large-scale digital platforms. This paper aims to contribute to understanding how the last flagship magazine of the Islamic State – “Rumiyah” – attempted to influence and manipulate Internet users. Its primary objective is to analyze the propaganda methods exploited in all thirteen issues of this magazine. In order to do so this paper utilises content analysis to investigate “propaganda devices”, a concept developed by the American Institute for Propaganda Analysis. It argues that there were four predominant groups of propaganda devices exploited in this magazine. Two of them, i.e. name-calling and glittering generalities, were utilized to create and promote an artificial, black-and-white vision of the world, composed of the “camp of kufr” (camp of disbelief) and the “camp of iman” (camp of faith), embodied by the Islamic State. The third leading propaganda method, transfer, attempted to legitimize the actions and agenda of the “Caliphate” by using the authority of not only Allah, but also the Prophet Muhammad, his companions (Sahabah), as well as selectively chosen Islamic scholars. Finally, the bandwagon served as a means of creating a sense of community between the editors and readers. Other propaganda devices, such as testimonial or plain folks, played strictly secondary roles in the narration of the magazine.

A new revolution has begun in counterterrorism—the Artificial Intelligence (AI) revolution. The AI revolution has had a significant impact on many areas of security and intelligence.
