The purpose of this research is to obtain input from government agencies, elements of the critical infrastructure and cyber space, to determine what level of knowledge on cyber terrorism exists. Furthermore, are there ready reaction plans in place, and is staff-awareness training conducted on a regular basis? This probably won’t prevent or stop an attack of cyber terrorism, and like any other disaster in the IT world, if contingency planning exists, recovery can be quicker and greater mitigation of costs.

Interview questions were distributed to New Zealand government departments and elements that make up the critical infrastructure, to obtain an insight into the current situation. From this and other comparisons, inferences have been drawn to determine that if some of the groups were targeted would the fact that they could be deficient in knowledge on cyber terrorism, make the effect more intense and longer lasting. It has also provided the state of knowledge, the level of planning and the general readiness that currently exists.

In view of these findings recommendations have been made that will ensure there is consistency across all organisations, both government and nongovernment. All organisations, including the government, are reliant on the critical infrastructure and the internet for both operational and domestic survival. It is therefore pertinent that agencies give some consideration to these findings.

While the threat of terrorists utilizing the Internet to execute a cyberterrorist attack is of prominent concern there exist great misconceptions and factual errors in the media as to the nature of this threat (Conway, 2002; Embar-Seddon, 2002; Weimann, 2005). This thesis examined media exposure, knowledge of cyberterrorism, fear of terrorism and perceived seriousness of cyberterrorist events in a sample of college students. Generally, participants had little knowledge of cyberterrorism. Women were found to be more fearful of terrorism and cyberterrorism than men. A positive relation was found between media consumption and fear of terrorism among women. Finally, fear of terrorism was positively related to perceived seriousness of cyberterrorist events.

International humanitarian law provides foundational norms which are to be observed by states in order to protect civilians from the harsh realities of war. These norms have been applied to traditional kinetic methods of warfare but as technology advances at a rapid pace so too do methods of warfare. As weaponry becomes more sophisticated it is necessary to revisit the foundational principles of international humanitarian law and apply them to situations that could only previously have been imagined. The principles of distinction is a core principle of this branch of law and it is not to be disregarded as a result of the fact that it predates modern methods of warfare but rather it is to be re-examined, its importance observed and applied to the warfare that we are faced with today. Protecting civilians has been of utmost importance in recent history and the development in the technology of weapons should not change that fact in the present or future.

For two decades, there has been a high-profile debate on the issue of cyberterrorism. Politicians, law enforcement agents, the information security industry, other experts and the press have all made claims about the threats to and vulnerabilities in our society, who is responsible and what should be done. This is a UK study in the field of Information Systems based on interpretative philosophical assumptions. The framework for the study is provided by the concept of moral panic, propounded by Cohen (2002) and elaborated by Goode and Ben-Yehuda (1994) and Critcher (2003). Moral panic is used widely in the reference discipline of Sociology as a tool for investigating the social construction of social problems in cases where there is heightened public concern and intense media interest, closely followed by changes in legislation and social control mechanisms. This study employs moral panic as an heuristic device to assist in the investigation of the social mechanisms at work in the social construction of cyberterrorism The corpus of data for analysis comprised articles from the UK national press relevant to cyberterrorism. A grounded theory approach was used to analyse these articles in order to identify images, orientations, stereotypes and symbolisation and to examine
representational trends over time. Reflexivity in such a task is of the utmost importance, and the analytic process leading to an explanation of the social processes at work was deliberately divorced from the moral panic framework in order to guarantee rigour in the findings. The findings set out an explanation of how the concept of cyberterrorism has been constructed over two decades and compares this explanation with a framework provided by a model of moral panic. These findings are then linked to wider issues about national security, civil liberties and state control of information and communication technologies.

• Social media companies should recognise the political importance of counterterrorist financing (CTF) by explicitly reflecting the priorities of the UN Security Council and the Financial Action Task Force (FATF) in their policies, strategies and transparency reports.
• Furthermore, social media companies identified as being at high risk of exploitation should update their terms of service and community standards to explicitly reference and outlaw terrorist financing (consistent with universally applicable international law and standards such as those of the FATF) and actions that contravene related UN Security Council resolutions and sanctions.
• Social media companies should clearly demonstrate that they understand and apply appropriate sanctions designations; at the same time, policymakers should ensure that sanctions designations include, where possible, information such as email addresses, IP addresses and social media handles that can support sanctions implementation by social media companies. The more granular the information provided by governments on designated entities, the more efficiently the private sector can comply with sanctions designations.
• Social media companies should more tightly control functionality to ensure that raising terrorist funding through social media videos, such as big-brand advertising and Super Chat payments, is disabled.
• Researchers and policymakers should avoid generalisations and make a clear distinction between forms of social media and the various terrorist-financing vulnerabilities that they pose, recognising the different types of platforms available, and the varied ways in which terrorist financiers could abuse them.
• Policymakers should encourage both inter-agency and cross-border collaboration on the threat of using social media for terrorist financing, ensuring that agencies involved are equipped with necessary social media investigative capabilities.
• International law enforcement agencies such as Interpol and Europol should facilitate the development of new investigation and prosecution standard operating procedures for engaging with operators of servers and cloud services based in overseas jurisdictions to ensure that necessary evidence can be gathered in a timely fashion. This would also encourage an internationally harmonised approach to using social media as financial intelligence.
• Policymakers should encourage the building of new, and leveraging of existing, public–private partnerships to ensure social media company CTF efforts are informed and effective.

This briefing outlines research uncovering thousands of users viewing extremist content in Arabic language across mainstream social platforms including Facebook and YouTube. The findings emerged as world leaders, policymakers, and technology companies gathered in Jordan earlier this month to discuss counter-terrorism and extremism as part of the Aqaba Process and the convening of the Global Internet Forum for Countering Terrorism (GIFCT).

Researchers identified:

• More than 77 pieces of Arabic content promoting influential Islamist extremists from al-Qaeda, the Islamic State of Iraq and Syria (ISIS) as well as affiliates for both organizations, and precursors to both groups on both YouTube and Facebook;
• More than 275,000 users have watched the videos on both Facebook and YouTube;
• The research finds evidence of Islamist extremist supporters sharing content between sites, spreading the content further than their primary YouTube Channels and/or Facebook pages and groups. Approximately 138 individual users have shared links from the YouTube to their networks on Facebook.
