Radical, terroristic organizations pose threats to business, government, and society. The ubiquity of the modern Web and its participatory architecture have enabled such groups to become full-blown online propaganda machines. Today, radicalization that eventually leads to acts of terror occurs predominantly on the Web. Radical ideologies can be spread, in many cases unchecked, by malicious actors who take advantage of the frequently lax surveillance apparatus of online social platforms. This paper argues that an overlooked, essential first step to interdicting this threat is the large-scale, structured collection of knowledge regarding these ideologies in open machine-readable formats. Using Collective Action Framing Theory, this study develops a trio of design artifacts: the Terror Beliefs Ontology (TBO) for a general ontology of terroristic ideology, the Frame Discovery System (FDS) to automatically populate this ontology, and the Frame Resonance Detection System (FRDS) to accurately identify online personae or postings that espouse a radical ideology known to TBO. With a comprehensive evaluation, we demonstrate how these three instantiated design artifacts, working in concert, can automatically construct a knowledge representation of heterogeneous terroristic ideologies and accurately detect radical online postings. We offer the first design that can assign Web text to any radical ideology without the use of a hand-labeled training corpus.

The proliferation of extremist, jihadist and violence-inciting websites, blogs and channels in social media has long since become a major theme in security policy. Extremists and terrorists use the new technological tools to communicate with each other, to organise themselves and to publicise their ideas. Whereas terrorists in the previous millennium were still dependent on journalists to report their acts and to draw attention to their group and their ideology, potentially violent groups today are in a position to publish their story and their intentions unfiltered on the web, and to communicate with each other swiftly and effectively across national borders. Ever since the case of Australian teenager Jake Bilardi, who travelled to the territories of the so-called Islamic State (IS)
and in 2015, at the age of 19, committed a suicide attack in Ramadi (Iraq), however, it is not just online communication by extremists that is in focus, but also the phenomenon of online radicalisation. According to the current state of information, Bilardi converted to Islam without any direct influences from his immediate environment, radicalised himself exclusively via online media, and travelled to Syria with the help of online contacts. His case, and many other cases of Western recruits, raised the question of whether a process of radicalisation can take place exclusively online or if online propaganda is only one facilitating factor that promotes and perhaps accelerates radicalization, but is in itself not sufficient to explain the whole process. Unfortunately, there are still not enough systematic, empirical studies on this subject area and our knowledge is generally limited
to known perpetrator profiles. Nevertheless, some general statements can be made regarding online radicalisation.

Online Terrorist Propaganda, Recruitment, and Radicalization is most complete treatment of the rapidly growing phenomenon of how terrorists’ online presence is utilized for terrorism funding, communication, and recruitment purposes. The book offers an in-depth coverage of the history and development of online “footprints” to target new converts, broaden their messaging, and increase their influence. Chapters present the emergence of various groups; the advancement of terrorist groups’ online presences; their utilization of video, chat room, and social media; and the current capability for propaganda, training, and recruitment.

With contributions from leading experts in the field-including practitioners and terrorism researchers-the coverage moves from general factors to specific groups practices as relate to Islamic State of Iraq and the Levant (ISIL), and numerous other groups. Chapters also examine the lone wolf phenomenon as a part of the disturbing trend of self-radicalization. A functional, real-world approach is used regarding the classification of the means and methods by which an online presence is often utilized to promote and support acts of terrorism.

Online Terrorist Propaganda, Recruitment, and Radicalization examines practical solutions in identifying the threat posed by terrorist propaganda and U.S. government efforts to counter it, with a particular focus on ISIS, the Dark Web, national and international measures to identify, thwart, and prosecute terrorist activities online. As such, it will be an invaluable resources for intelligence professionals, terrorism and counterterrorism professionals, those researching terrorism funding, and policy makers looking to restrict the spread of terrorism propaganda online.

This study examined the literature on online terrorism studies between 2001 and 2022 and compared themes across journal segments and funded research. The results showed that there is a relationship between funding and the number of publications in recent years. While themes in the core terrorism journals more likely to follow the traditional terrorism studies, funded research (e.g. Computer Science Journals) focus more on social media, far-right groups and hate speech utilizing new research tools such as machine learning and text mining techniques. These new tools enable researchers to study different dimensions of the phenomenon, but these works are not published in terrorism journals. The results also point to a gap between core terrorism journals and Computer Science journals, which heralds at least two potential developments in the future: i) emergence of specialized journals focusing on terrorism and concepts like social media, populism, hate speech, text mining, machine learning and so on; and ii) more collaborative outputs between terrorism researchers and computer scientists.
