Il Consiglio nazionale per il digitale è stato interpellato riguardo all’articolo 9 del progetto di legge
mirante a rafforzare le disposizioni relative alla lotta contro il terrorismo. Tali disposizioni modificano
l’articolo 6 della Legge del 21 giugno 2004 intesa a promuovere la fiducia nell’economia digitale (LCEN),
prevedendo il blocco da parte dell’autorità amministrativa dei siti responsabili della diffusione di frasi o
immagini che incitano a commettere atti di terrorismo o ne fanno l’apologia. Esse ampliano altresì il
campo degli strumenti di notifica imposti ai provider.
Nell’intento di esprimere un parere il più possibile informato, il Consiglio nazionale per il digitale ha
proceduto ad una quindicina di audizioni che hanno riunito esperti di terrorismo (sociologi, giornalisti,
rappresentanti di associazioni), magistrati e avvocati specializzati nel settore, rappresentanti della
società civile, membri dei servizi di informazione e professionisti dell’ambito digitale (l’elenco completo è
disponibile in allegato).

The attacks suffered by France in January and November 2015, and then in the course of 2016, especially the Nice attack, provoked intense online activity both during the events and in the months that followed. The digital traces left by this reactivity and reactions to events gave rise, from the very first days and even hours after the attacks, to a ‘real-time’ institutional archiving by the National Library of France (Bibliothèque nationale de France) and the National Audio-visual Institute (Institut national de l’audiovisuel). The results amount to millions of archived tweets and URLs. This article seeks to highlight some of the most significant issues raised by these relatively unprecedented corpora, from collection to exploitation, from online stream of data to its mediation and re-composition. Indeed, web archiving practices in times of emergency and crises are significant, almost emblematic, loci to explore the human and technical agencies, and the complex temporalities, of ‘born-digital’ heritage. The cases examined here emphasize the way these ‘emergency collections’ challenge the perimeters and the very nature of web archives as part of our digital and societal heritage, and the guiding visions of its governance and mission. Finally, the present analysis underlines the need for a careful contextualization of the design process – both of original web pages or tweets and of their archived images – and of the tools deployed to collect, retrieve and analyse them.

Social media are useful facilitators when recruiting hidden populations for research. In our research on youth and radicalization, we were able to find and contact young people with extreme ideals through Facebook. In this article, we discuss our experiences using Facebook as a tool for finding respondents who do not trust researchers. Facebook helped us recruit youths with extreme Islamic and extreme left-wing ideals. We conclude by discussing the benefits and limitations of using Facebook when searching for and approaching populations who are difficult to reach.

Yet, argue Charlie Edwards and Luke Gribbon, research thus far has fallen short of unearthing the actual mechanisms through which this radicalisation takes place. Using examples from a wider study, they explore different ways in which individuals have used the Internet in their processes of radicalisation and point out that policy-makers and researchers need to focus their efforts on understanding not merely the content that is available online, but the ways in which this content is used in the process of radicalisation.
