This resarch note examines the ways in which Islamic State supporters on Telegram, an encrypted messaging app, renegotiate gender boundaries. The introduction positions receptions of female ISIS accounts in the online space within the context of the roles that women are expected to fill and ISIS’s tentative acceptance of women fighting on the battlefield. An overview of Telegram gender social norms is provided before discussing the methodology used to gather supporting archival data to analyze the renegotiation of gender boundaries on Telegram. This section is followed by an analysis of a case study that considers the wider implications of what this says about women’s agency and involvement in terrorist groups online. The conclusion addresses the policy implications of possible shifts in gender social norms and the shape that women’s engagement in violent jihadist groups might take in the future.

Is “online de-radicalization” possible? Given the two growing phenomena of “online radicalization” and “behavioral/ideological/organizational de-radicalization,” this article outlines a broad strategy for countering the narratives of violent extremists. It argues that an effective counter-narrative should be built on three pillars. The first is an effective comprehensive message that dismantles and counter-argues against every dimension of the extremist narrative, namely the theological, political, historical, instrumental and sociopsychological dimensions. The second pillar is the messengers. The article argues that for the first time in the history of Jihadism a “critical mass” of former militants, who rebelled not only against the current behaviour of their former colleagues but also against the ideology supporting it, has come into existence. This “critical mass” can constitute the core of credible messengers, especially the few de-radicalized individuals and groups that still maintain influence and respect among vulnerable communities. The third pillar is the dissemination and attraction strategy of the counter-narratives(s) which focuses on the role of the media. The author of the article outlines a broad framework, which is a part of a UN-sponsored, comprehensive research project on countering the extremists narrative.

Online content generated during the [Israel/Palestine] conflict is having a profound impact on individuals, communities, and societies around the world. It is causing violence, fear, suffering, and damaging social cohesion.

The situation raises important questions around how the Call responds to ongoing conflicts and converging crises that cause a spike in and sustained production of TVEC including as part of distributed propaganda campaigns that raise the baseline of online hatred and violent content to dangerous levels.

Previous research on terrorist use of the Internet generally discusses the opportunities offered by the Internet to terrorist groups (Tsfati & Weimann, 2002; Weimann, 2006; Holt et al., 2015; Rudner, 2016). Such accounts implicitly view the interaction between the Internet and the user as uni-directional (i.e. exposure to Internet content may cause behaviour change). This lacks an acknowledgement that not every potential user will make use available opportunities, nor use these in the same way. The degree to which an individual makes use of an opportunity is modulated based upon their goals, plans, values, beliefs, and experiences (Norman, 1988). At present, there are only three data-driven studies examining how convicted terrorists have used the Internet: Von Behr et al., 2013, Gill et al., 2014, and Gill and Corner 2015. These studies shift the focus from the Internet as a potentially causal factor to how individuals use the Internet based upon their motivations, needs, expectations, and histories. They acknowledge, in other words, the way in which the interaction between Internet and user is a two-way person-situation interactive process in which the individual leads the way. Reported herein are two complementary pieces of research, one large scale and based on open source data and another smaller scale and based on closed sources, that build significantly upon the above described research.

Using a dataset of more than 80 accounts during 2015, this article explores the gendered ways in which self-proclaiming Twitter Islamic State of Iraq and Syria (ISIS) supporters construct community around “suspension.” The article argues that suspension is an integral event in the online lives of ISIS supporters, which is reproduced in online identities. The highly gendered roles of ISIS males and females frame responses to suspension, enforcing norms that benefit the group: the shaming of men into battle and policing of women into modesty. Both male and female members of “Wilayat Twitter” regard online as a frontline, with suspension an act of war against the “baqiya family.” The findings have implications for broader repressive measures against ISIS online.

Radicalization research is dedicated to analyzing factors related to radicalization processes, which in turn can lead to extremism. One factor is frequently discussed: the role of the Internet. This paper examines the relationship between active and passive online activities, including consumption, networking, and posting, and extremist attitudes in the field of Islamism and right-wing extremism among adolescents. Data from a school survey (N = 6,715) show that right-wing attitudes are particularly correlated with consumption of political websites, though this effect is weaker among females. However, posting shows only a small effect and networking shows no effect at all. Islamist attitudes, on the other hand, are related to the extent to which one consumes violent Islamist videos, meets other Muslims online, and posts Islamic content.

Die Radikalisierungsforschung untersucht Faktoren und Bedingungen von Prozessen, die hin zu Extremismus führen können. Ein häufig genannter Faktor ist das Internet. Diese Arbeit untersucht den Zusammenhang zwischen verschiedenen passiven und aktiven Internetaktivitäten, wie das Konsumieren, Vernetzen und Posten mit extremistischen Einstellungen im Bereich Islamismus und Rechtsextremismus bei Jugendlichen. Daten einer Schüler*innenbefragung (N = 6,715) zeigen, dass rechtsextreme Einstellungen insbesondere bei Jungen mit dem Konsum politischer Websites einhergehen, während Posting nur geringe und das Netzwerken keine Zusammenhänge mit rechtsextremen Einstellungen zeigen. Bei islamistischen Einstellungen zeigen sich dagegen Zusammenhänge mit dem Konsum von islamistischen Gewaltvideos, dem Vernetzen mit anderen Muslim*innen und dem Posten islamischer Inhalte.
