Over recent years, there have been rapid advances in information and communication technology. The Internet of Things (IoT), an instance of such technologies, has brought numerous benefits to societies, revolutionising the lifestyles of many individuals living in these societies. Whilst advances in the IoT undoubtedly offer numerous benefits, they simultaneously present a wide range of new security threats that can have devastating impacts on societies.

This chapter aims to examine security risks posed by or against the IoT ecosystem from a counterterrorism perspective. To this end, the chapter will briefly examine the potential implications of the IoT phenomenon this for terrorism and hence counterterrorism.

This chapter critically analyses the impact of the Internet and associated technology on the rise in terrorist attacks across the US and Europe over the last two decades. To this end, the chapter will be focusing on jihadists’ use of the Internet, yet comparisons will also be made with the radical right. Although there exist certainly differences between the groups, there are also similarities between them, and, in turn, this chapter will address these movements as a collective. The jihadist terrorist organisations that will be analysed in this chapter will include Al-Qaeda and ISIS. The findings reveal that although the Internet has been linked to the preparation and execution of attacks, as this chapter will explore, it is difficult to establish direct cause and effect associations between the Internet and the rise in attacks in Europe and the US.

Due to recent rises in extremism across the globe (Dean et al. in J Polic Intell Count Terror 11:121–142, 2016; Le Roux in Responding to the rise in violent extremism in the Sahel. Africa Center For Strategic Studies, 2019, p. 26) and (Jones in Int Secur 32:7–40, 2008), governments and law enforcement organisations, such as the police, have looked to new strategies to counter violent extremism (Russell and Theodosiou in Counter-extremism: a decade on from 7/7. Quilliam Foundation, 2015). Specifically, there has been an expanse of the field now widely known as Countering Violent Extremism (CVE). CVE is a highly contested area; however, upon conducting a literature review, Inserra (Revisiting efforts to counter violent extremism: leadership needed. The Heritage Foundation, 2015, p. 2) helpfully reduced the term CVE down to descriptions of interventions intended to “stop individuals from radicalizing”. LaFree and Freilich (Annu Rev Criminol 2:383–404, 2019) distinguish counter-terrorism from CVE, they describe counter-terrorism as military responses (‘hard’) as opposed to non-military responses (‘soft’), referred to as countering violent extremism strategies. This chapter contends that, although counter narratives tend to lack academic standing, there does appear to be a widespread acceptance that narratives influence individuals’ beliefs. Therefore, in the absence of other more effective methods of CVE online, it is argued that counter-narratives (CN) should be used in informed ways by organisations such as the police (Monaghan in Crime Media Cult 18(1):21–39, 2020). This chapter will compare academic understandings of narrative and communication alongside examples of counter narratives issued against them. It will then assess the impact of such strategies and potential alternatives for CN.

U.K. Metropolitan Police Counter-Terrorism Internet Referral Unit (CTIRU) Case Officers (COs) are tasked with identifying, and facilitating the removal of material that breaches the Terrorism Act 2006. COs are extensively and repeatedly exposed to material deemed illegal and harmful (including but not restricted to graphic terrorist and non-terrorist material). However, there is little research on the impact of this work, or how COs manage and mitigate the risks of their roles. Semi-structured interviews reveal the adaptive coping mechanisms that promote good perceived health and wellbeing in CTIRU, as well as areas of concern and improvement.

Despite calls from governments to clamp down on violent extremist material in the online sphere, in the name of preventing radicalisation and therefore terrorism research investigating how people engage with extremist material online is surprisingly scarce. The current paper addresses this gap in knowledge with an online experiment. A fictional extremist webpage was designed and (student) participants chose how to engage with it. A mortality salience prime (being primed to think of death) was also included. Mortality salience did not influence engagement with the material but the material itself may have led to disidentification with the ingroup. Whilst interaction with the material was fairly low, those that did engage tended to indicate preference for hierarchy and dominance in society, stronger identification with the ingroup, higher levels of radicalism, and outgroup hostility. More engagement with the online extremist material was also associated with increased likelihood of explicitly supporting the extremist group. These findings show that indoctrination, socialisation, and ideology are not necessarily required for individuals to engage attitudinally or behaviourally with extremist material. This study is not conducted on the dependent variable, therefore shedding light on individuals who do not
engage with extremist material.
