Propaganda is a common element in many, if not all, terrorist incidents. Objectives are usually to instil fear in the target population but may also include winning approval from associates and inspiring new adherents. The advent of social media has greatly expanded opportunities for achieving these objectives. The attacks on worshipers in two mosques in Christchurch, New Zealand, on 15 March 2019 resulting in the murder of 51 people and the live streaming of the attack on Facebook were met with responses from governments in New Zealand, France and Australia that sought international cooperation in finding effective counter-measures to the propaganda value of the attacks. Australia’s ambitious regulatory approach is problematic when considered in an international context particularly in relation to the need to take account of free speech guarantees. However, since it recognises the need for international solutions in this area, there are opportunities to explore other ways of achieving its objectives.

Over recent years, the German extreme right has undergone significant changes, including the appropriation of symbols, styles, and action repertoires of contemporary (youth) cultures, sometimes even taken from the far left. In this article, we investigate extreme right visual communication through Facebook, focusing on claims to truth and authentic Nazism in relation to ‘history’, ‘nature’, and ‘gender roles’. These themes were central in National Socialism, but today need to be (re)negotiated vis-à-vis contemporary (youth) cultures. We show that while a traditional notion of ideological authority is enabled through visuals, there is also a strand of imagery depicting and celebrating ‘intimate’ communion. While this simultaneity leads to tensions within the ‘ideal extreme right subject’, we argue that such dilemmas can also be productive, allowing for the (re)negotiation of classic National Socialist doctrine in the context of contemporary (youth) cultures, and thus, potentially, for a revitalisation of the extreme right.

This report presents research carried out within the project (Ku2016/01373/D – Uppdrag till Totalförsvarets forskningsinstitut (FOI) att göra kartläggningar och analyser av våldsbejakande extremistisk propaganda) that has been assigned to the Swedish defence research agency by the Swedish Government. The project will continue until March 2019. The report briefly describes the channels of communication that prevail on the Internet, as and the methods used for the analyses. Since computer support makes it possible to analyse large amounts of data and to identify patterns that are difficult for humans to observe, the analyses carried out within the project are mainly computer supported. Using examples, the report provides insight into how proponents of violent extremist ideologies convey their messages online, which we hope can lead to further discussions about propaganda and hate messages. The report also contains some examples of analyses; an analysis of jargon in a webforum, a comparative study of a sample of immigration-critic alternative media, and a machine learning-based study of text written by violent lone offenders.

Content takedowns have emerged as one of the central pillars in the global fight against disinformation and extremism. Despite their increasing ubiquity as disruptive tools in political processes, their true efficacy remains up for debate. We ‘know’, for example, that takedowns had a strong disruptive effect on Islamic State-supporting networks online, but we do not know whether constraining avenues for expression may ultimately accelerate offline acts of violence. We also know that extreme-right networks have weaponised content takedowns as evidence of victimisation and the steadfast erosion of ‘free speech’, often underpinning calls to (violent) action. There is much to understand about the efficacy of content moderation with regard to accelerationism, democracy and (violent) extremism: this event seeks to address these issues in an open forum for discussion.
