This is the third and final research review in the CREST series on ideological transmission (the first was on the family, and the second on peers, education and prisons). It focuses on the process by which religious and political groups – from small cells and organisations to large movements, networks and milieus – pass on ideas, beliefs and values. Academic research on how, where and why these are transmitted, and by whom, is considered. Ideological transmission is interpreted as the passing on of ideology from one person to another, or from
a group to its internal and external audiences. We treat ideology as a broad concept, encompassing both political and religious ideas, and including beliefs,values, and their related practices.
Two main persuasive orientations were considered in this review: (i) external awareness-raising by groups,and (ii) their internal attempts to influence members
and supporters. Three analytical concepts provided the focus: propaganda, framing and learning.
1. How do ideological groups make potential supporters and other outsiders aware of their views (awareness-raising/persuasion/propaganda)?
2. How is ideological material (beliefs, events, issues etc) framed by groups as they seek to raise awareness, gain recruits and energise followers?
3. How do members and other supporters acquire ideological knowledge within groups (learning/indoctrination)?
These questions are interconnected by the concept of ‘persuasion’, more specifically the active attempts used by external agents to persuade individuals. The review draws on a range of evidence from multiple disciplines and contexts. Extremist groups– violent and non-violent – provide the principal examples, including a case study on the jihadist group, al-Muhajiroun. However, it is clear that an understanding of how such groups communicate internally and externally needs to be set in the broader context of research on why organisations in
general transmit ideas, beliefs and values (e.g. for group survival, recruitment, solidarity or coercion), how they go about doing so (formally or informally, top-down or peer-to-peer), what role ideological transmission plays in their goals, and how effective
it is. In the case of extremist groups, the relationship between ideological transmission and radicalisation, recruitment, mobilisation and the move to violence are also important.

Online counter messaging—communication that seeks to disrupt the online content disseminated by extremist groups and individuals—is a core component of contemporary counter terrorism strategies. Counter messaging has been heavily criticized, not least on the grounds of effectiveness. Whereas current debates are focused on the role of government and large organizations in developing and disseminating counter messages, this article argues that such approaches overlook the informal production of counter messages. Recognizing the appetite for “natural world” content among those engaged in counter messaging, this article highlights some of the potential benefits of informal approaches to counter messaging. At the same time, the article also acknowledges the risks that may result from closer working between counter messaging organizations and informal actors.

This study explores the internal dynamics and networks of terrorist groups in cyberspace—in particular, Al-Qaeda and the Islamic State of Iraq and al-Sham (ISIS). Using a “Global Cyberterrorism Dataset” that features data on cyberterror attacks between 2011 and 2016, this research analyzes these two terrorist groups through the lens of a cyber-conflict theory that integrates conflict theory with Jaishankar’s space transition theory. Through a network analysis methodology, we examine the invisible relationships and connections between the national origins and target countries of cyberterror attacks. The analysis focuses on the networks of national origins of terrorists and victims, network structures of Al-Qaeda and ISIS actors, and clustering networks of Al-Qaeda and ISIS cyberterrorists. Results indicate that terror in cyberspace is ubiquitous, more flexible than traditional terrorism, and that cyberattacks mostly occurred within the countries of origin. We conclude by discussing the complex features of cyberterror networks and identify some of the geostrategic implications of the divergent cyber strategies adopted by Al-Qaeda and ISIS.

Previous studies on the alt-right, a far-right movement based online, focus on its rise in Western countries. Alt-right communities have emerged more publicly in recent years and have contributed to strengthening overt expressions of hate. Such studies, however, have rarely focused on the alt-right beyond Western countries. It is critical to delve into alt-right communities in other parts of the world in order to understand the institutionalized hate of contemporary digital mediascapes. From an online textual analysis, the current study traces the developmental process of Ilbe, a representative alt-right group of Korea: its transition from a digital storehouse for provocative jokes to an influential alt-right group, and finally, to a virtual hideout where people express their hatred toward others, putting aside its far-right ideology. In doing so, the current study investigates how this alt-right group shares significant characteristics of digital media culture and develop them in its own fashion. This research contributes to understanding Asian Internet histories, including an exploration of the alt-right community and its online culture of hate. Moreover, this study demonstrates how such a trend in digital media culture influences the larger society.

The Brexit referendum to leave the EU and Trump’s success in the US general election in 2016 sparked new waves of discussion on nativism, nationalism, and the far right. Within these analyses, however, very little attention has been devoted towards exploring the transnational ideological circulation of Islamophobia and anti-establishment sentiment, especially amongst diaspora and migrant networks. This article thus explores the role of the Indian diaspora as mediators in populist radical right discourse in the West. During the Brexit referendum and Trump’s election and presidency, a number of Indian diaspora voices took to Twitter to express pro-Brexit and pro-Trump views. This article presents a year-long qualitative study of these users. It highlights how these diasporic Indians interact and engage on Twitter in order to signal belonging on multiple levels: as individuals, as an imaginary collective non-Muslim diaspora, and as members of (populist radical right) Twitter society. By analysing these users’ social media performativity, we obtain insight into how social media spaces may help construct ethnic and (trans)national identities according to boundaries of inclusion/exclusion. This article demonstrates how some Indian diaspora individuals are embedded into exclusivist national political agendas of the populist radical right in Western societies.
