Jihadistische Inhalte haben sich im Internet seit den Terroranschlägen vom 11. September 2001 massiv verbreitet. Trotz vielfacher Bemühungen, die jihadistische Webpräsenz zu bekämpfen, finden sich entsprechende Medien seit nunmehr knapp zwei Jahrzehnten in den virtuellen Welten. Ironischerweise nutzen die Jihadisten das modernste Mittel der Kommuni- kation, um im Namen einer primitiven Theologie gegen die Moderne zu kämpfen.1 Das jihadistische Online-Corpus besteht aus Schriften, Videos und Audiodateien, die von Unterstützern und Sympathisanten verbreitet werden. Dieses Material bietet der jihadistischen Szene weltweit ein kohä- rentes Wertesystem und ein Lebensmodell, dem es nachzueifern gilt. Seit 2005/2006 werden die jihadistischen Online-Inhalte auch ins Deutsche übersetzt, was das schnelle Anwachsen einer Szene in der Bundesrepublik begünstigt hat. Der Prozess wird von Predigern und Aktivisten voran- getrieben, die gezielt versuchen, jihadistische Konzepte auf die Lebens- wirklichkeit in Deutschland anzuwenden und damit junge Menschen zu rekrutieren.

Anhand der Einzelfallstudie des Radikalisierungsprozesses einer jihadistischen Straftäterin möchte dieser Beitrag die besondere Rolle des Internets bei Radikalisierungen von Extremisten aufzeigen. Die Straftäterin war in den Jahren 2007 bis 2010 einePropagandistin, die über das Internet mehrere terroristische Vereinigungen unterstützte, indem sie deren Videobotschaften online verbreitete. In der Einzelfallstudie wird aufgezeigt, wie sich die Jihadistin durch virtuelle Kontakte, Propagandaaktivitäten sowie ihre Zusammenarbeit mit zahlreichen Jihadisten im Ausland über das Internet radikalisierte.

The Role of the Internet on Radicalization of a German Jihadist Offender: A Case Study
Based on the analysis of a case study this article raises the question about the role of the internet in accelerating the radicalization of a woman who joined the jihadist milieu in southern Germany in the mid 2000s. From 2007 to 2010 she was a jihadist activist on the internet who supported several terrorist groups by publishing videos and jihadi messages in blogs, video channels and web forums. The case study shows how the woman was radicalized through virtual contacts, interactions in virtual communities, as well as through her support of several jihadists abroad.

„Inspire“ ist ein hochprofessionell gestaltetes Magazin, das bis zu viermal im Jahr von AlQaida im Internet publiziert wird. Das Magazin wird in englischer Sprache veröffentlicht und enthält neben Bombenbauanleitungen im Stile des Do-It-Yourself Trends auch Artikel über die Unterdrückung von Muslimen, Koraninterpretationen oder Erfahrungsberichte aus dem Leben von sogenannten Gotteskriegern. In der vorliegenden Studie wird das Magazin aus einer sozialkonstruktivistischen und wissenssoziologischen Perspektive heraus analysiert, um den Inhalt von „Inspire“ auf Deutungsrahmen hin zu untersuchen. Mit dem Methodenmix aus semantischer Netzwerkanalyse und qualitativer Bild- und Textanalyse wird das Datenmaterial deskriptiv sowie qualitativ-rekonstruktiv erschlossen. Am Ende der Arbeit steht die Rekonstruktion der im „Inspire Magazine“ abgebildeten Deutungsrahmen und ihrer Zusammensetzung zu einem extremistischen Weltbild. Die Bestandteile des Weltbildes wurden in acht Dimensionen unterteilt, sodass dezidierte Aussagen über Zielgruppe und Mobilisierungsmechanismen möglich wurden. Darüber hinaus konnte theoretisch fundiert herausgearbeitet werden, wie das Weltbild konstruiert wird, nämlich über das Freund-Feind Schema, Mechanismen der Unterdrückung, das Bilden einer kollektiven Identität und das Nutzen der Vulnerabilität von Adoleszenz. Diese vier Ansatzpunkte bilden eine mögliche Erklärung für Selbstradikalisierungsprozesse über das Internet.

This article exposits and contrasts the roles of two diasporas in ethnic conflict waged in their homelands, namely the Sikh diaspora’s involvement in the Punjab insurgency in north India and the Sri Lankan Tamil diaspora’s role in Sri Lanka’s Tamil insurgency. It draws out the various similarities and distinctions between the two in their use of technology, means of mobilization and identity production, and the geographical and political reach of their institutional arrangements. The article argues that the varying means by which these diasporas came into being affected the ways in which they mobilized and the positions they espoused towards homeland politics. It finds that the abilities of the two diasporas to contribute to events “back home” differed in part because of the scope of their respective institutional arrangements.

While the use of the internet and social media as a tool for extremists and terrorists has been well documented, understanding the mechanisms at work has been much more elusive. This paper begins with a grounded theory approach guided by a new theoretical approach to power that utilises both terrorism cases and extremist social media groups to develop an explanatory model of radicalisation. Preliminary hypotheses are developed, explored and refined in order to develop a comprehensive model which is then presented. This model utilises and applies concepts from social theorist Michel Foucault, including the use of discourse and networked power relations in order to normalise and modify thoughts and behaviors. The internet is conceptualised as a type of institution in which this framework of power operates and seeks to recruit and radicalise. Overall, findings suggest that the explanatory model presented is a well suited, yet still incomplete in explaining the process of online radicalisation.

Since the beginning of 2021, ISD Germany has been researching right-wing extremist actors on alternative platforms on the internet. Three reports were published as part of the German Federal Ministry for Justice (BMJ)-funded project “Countering radicalisation in right-wing extremist online subcultures”. The last report in 2021, “Detours and Diversions – Online Strategies for the Dissemination of Right-Wing Extremist Content”, provides a summary of the projects central findings and presents them in a comparative manner.

This report thus combines the methodological and theoretical groundwork of the report “Wegweiser” with the results of the empirical research of the reports “Fluchtwege” and “Stützpfeiler Telegram”, and puts them into context. The report presents a comparison of data from established platforms and Telegram, and thus helps to gain a better understanding of the behaviour of far-right actors on the selected platforms. It also includes a comparative analysis of the strategies and linkages of far-right and radical right actors on established and alternative platforms. This research is based on the empirical data collected by the platforms. Given, that data collection is different for each platform, and given that this project also explores alternative platforms, it also furthers the exploration of data collection options, which are described in more detail in this report.
