Islamic State stunned the world when it overran an area the size of Britain on both sides of the Iraq-Syria border in a matter of weeks and proclaimed the birth of a new Caliphate. In this timely and important book, Abdel Bari Atwan draws on his unrivalled knowledge of the global jihadi movement and Middle Eastern geopolitics to reveal the origins and modus operandi of Islamic State. Based on extensive field research and exclusive interviews with IS insiders, Atwan outlines the group’s leadership structure, as well as its strategies, tactics and diverse methods of recruitment. He traces the Salafi-jihadi lineage of IS, its ideological differences with al-Qa’ida and the deadly rivalry that has emerged between their leaders. Atwan also shows how the group’s rapid growth has been facilitated by its masterful command of social media platforms, the ‘dark web’, Hollywood ‘blockbuster’-style videos, and even jihadi computer games, producing a powerful paradox where the ambitions of the Middle Ages have re-emerged in cyber-space.As Islamic State continues to dominate the world’s media headlines with horrific acts of ruthless violence, Atwan considers the movement’s chances of survival and expansion, and offers indispensable insights on potential government responses to contain the IS threat.

The configuration of the discourse of cyberterrorism in the Netherlands is a mix of public and private actors that have diverging views about whether cyberterrorism is a genuine security threat. How and why have several of these actors argued that it is a genuine security threat? What was their interest in doing so? Has cyberterrorism possibly been framed or hyped as a genuine security threat? This thesis examines the discourse of cyberterrorism in the Netherlands by examining the field, the position on cyberterrorism of the actors within this field, and finally, their levels of technological capital, legitimacy and authority. Considering the differences in these levels, this thesis contends that public and private actors have different interests in arguing that cyberterrorism is a threat. While public actors are concerned with the protection of Dutch cyberspace and the Dutch society, private actors, with the exception of Fox-IT, have multiple interests. This has led these private actors to frame or hype cyberterrorism as a genuine security threat, without the necessary background to base their statement on. Exceptional measures have led to the framing of exceptional times.

Within the last 10 years, the internet has become the principal platform for the dissemination and mediation of the culture and ideology of jihadism. The exponential growth of jihadist fora, with their increasingly ‘high-end’ production values, sophisticated critiques of prevailing narratives and ostensive attempts at impartiality, do not occur in a vacuum. To a great extent they are reactive, their raison d’etre supplied by the mainstream media’s perceived collusion with governmental (mis)information, or at least its uncritical acceptance. The jihadist media are far from alone in these critiques and there has been a growing convergence of interests with other non-mainstream and media outlets which are also challenging conventional modes of mediation. This article seeks to explore the functions of the new jihadist media, the ways in which it is granted legitimacy, and the compelling issue of radicalizing efficacy and recruitment.

This book examines the circulation and effects of radical discourse by analysing the role of mass media coverage in promoting or hindering radicalisation and acts of political violence.

Session 3 – Understanding and Supporting the Role of Youth in the Prevention of Violent Extremism:
This session place young people at the centre of the discussion, focusing on understanding the positive contribution of young women and men in preventing violent extremism in different contexts. We explore the linkages between youth radicalization and political violence, discuss evidence and data, and hear about the impressive work young champions are already leading in Somalia, Cameroon and Pakistan. We also discuss how the international community could effectively recognize, support and promote youth-led efforts and support the implementation of UN Security Council Resolution 2250.

The spectre of a retrograde, puritanical and belligerent ideology may seem anachronistic in the twenty-first century. However, Jihadism (as opposed to the classical reified conception of Jihad) is a thoroughly modern phenomenon. The Internet, that most contemporary of media, is increasingly its medium of choice: Jihadist websites, forums and blogs flourish. Prominent Jihadist ideologues like Ayman al-Zawahiri argue
that: We must get our message across to the masses of the nation and break the media siege imposed on the jihad movement. This is an independent battle that we must launch side by side with the military battle. The Jihadists’ marginalized status vis-à-vis the mainstream media is a consequence of what Phillip Hammond refers to as ‘the media war on terrorism’. Bemoaning this ‘media siege’, they have turned to the Internet as their principal ideological battlefield. Virtual propagation of Jihadism proceeds apace, with an exponential growth in Jihadist websites from fourteen to over
4,000 between 2000 and 2005 alone. The audiences of this virtual corpus of Jihadist media are extremely difficult to ascertain, unless users willingly disclose this information. Audience demographics are however dictated to a large degree by extraneous factors pertaining to accessibility of the medium itself such as age, gender, location, socio-economic status, and so on. In addition, the audience profile is further limited by the content available, in particular its linguistic demands. The overwhelming majority of virtual Jihadist forums are published in Arabic alone and so inaccessible to a large proportion of Muslims as well as other Internet users. British Muslim audiences are
predominantly (74 per cent) South Asian and are therefore more likely to speak Urdu, Punjabi, or Bengali, than Arabic. This article focuses on English-language Jihadist fora, as these are readily accessible to British Muslim audiences.
