Between 2006 and 2012, two men working on opposite
sides of the struggle between global jihadis and the United
States faced of in New York City. One was the founder of
Revolution Muslim, a group which proselytized—online
and on New York streets—on behalf of al-Qa`ida. The
other led eforts to track the terrorist threat facing the
city. Here, they tell the inside story of the rise of Revolution
Muslim and how the NYPD, by using undercover ofcers
and other methods, put the most dangerous homegrown
jihadi support group to emerge on U.S. soil since 9/11
out of business. As the Islamic State adjusts to its loss of
territory, this case study provides lessons for current and
future counterterrorism investigations.

Viral online disinformation is misleading content that is generated to manipulate public opinion and to circulate rapidly in the digital space. Although viral disinformation has become an instrument for radicalization, the specific psychological mechanisms by which disinformation can be weaponized––wielded as mobilizing and radicalizing political tools––are not yet well-understood.

In this paper, we establish the potential of concerted disinformation efforts to impact mass radicalization and political violence, first through historical precedents of deadly disinformation campaigns, then in modern-day examples from the USA and Russia. Comparing and contrasting political effects of two recent disinformation campaigns, QAnon’s #SaveTheChildren campaign in the USA, and anti-LGBTQ disinformation campaign in Russia, this paper highlights the significance of LGBTQ contagion threat—a notion that people can be “turned” into LGBTQ through deliberate outside influence. The psychological and political consequences of such messaging, its main target audience, and vulnerability factors rendering individuals especially susceptible to its radicalizing effects are discussed.

“Twister,” developed by Miguel Freitas, is a social network platform centered around micro-blogging, much like Twitter. However, rather than relying on centralized servers owned and maintained by a single firm, Twister users operate a block chain combined with distributed hash table (DHT)–like and BitTorrent-like protocols to both make posts and send private messages, and also to receive entries from other users. Twister’s raison d’etre is that it offers a social networking platform that cannot be censored and cannot itself censor. The software does not record the Internet Protocol addresses users use to access the service, nor does it notify other users of an account’s online/offline status. Growing adoption of block chain services means that it is possible that the concept of decentralized social networks could become a norm. It is suggested in this article that block chain-based peer-to-peer social networks present challenges to the current counterextremist practices for content removal and censorship. While there are methods to disrupt usage of blockchainbased peer-to-peer services, these approaches may have the net harm of curtailing bona fide use of legal and novel technologies. Given this opportunity cost, non-transitory online violent extremist content may need to be tolerated.

Cyberterrorism has not occurred. Furthermore, the definitional parameters of cyberterrorism have not been conclusively defined by either policymakers or academia. However, in 2010 the threat posed by the terrorist application of cyber weaponry to target British critical national infrastructure became a ‘Tier One’ threat to the UK. This thesis is the first comprehensive mapping and analysis of the official British construction of the threat of cyberterrorism between 12th May 2010 and 24th June 2016. By using interpretive discourse analysis, this thesis identifies ‘strands’ from a comprehensive corpus of policy documents, statements and speeches from Ministers, MPs and Peers. This thesis examines how the threat of cyberterrorism was constructed in the UK, and what this securitisation has made possible. In addition, this thesis makes novel contributions to the Copenhagen School’s ‘securitisation theory’ framework. Accordingly: this thesis outlines the framework for a ‘tiered’, rather than monolithic audience; refines the ‘temporal’ and ‘spatial’ conditioning of a securitisation with reference to the unique characteristics of cyberterrorism; and lastly, details the way in which popular fiction can be ascribed agency in securitising moves to ‘fill in’ a lack of case studies of threat with gripping vicarious fictional narratives. It is identified that the 2010 British Coalition Government’s classification of cyberterrorism as a ‘Tier One’ threat created a central strand upon which a discursive securitisation was established. Despite the absence of a ‘cyberterrorist’ incident across the period under scrutiny, the securitisation did not recede. The threat posed by cyberterrorism was articulated partially within a ‘New Terrorism’ frame, and it was deemed by Ministers, MPs and Lords to be a threat that was likely to escalate in both severity and possibility over time. A notable finding is the positioning of the securitisation against a particular ‘cyberterrorist’ identity epitomised by social actors using cyberspace, rather than the tangible environments of cyberspace.

Given the growth of Internet research in recent years, it is rather surprising that research of online terrorism and countermeasures has been lacking theoretical and conceptual frameworks. The present study suggests applying the concepts and models taken from e-marketing to the study of terrorist websites. This work proves that when Hamas builds an array of sites in the Internet, it complies with the same rules that the Western business world follows. Chaffey et al. (2000) constructed a model comprised of eight decision points in the process of building a business-oriented Internet site. Although the model was developed for commercial purposes, the present study demonstrates how it could be used as an analytic framework to study terrorist websites. As shown, most of the decision points in the model were relevant to the Palestinian Information Center group of websites. Understanding the e-marketing strategy of Hamas will allow the construction of a competing marketing strategy in order to market rival ideological consumer products.
