Internettet præsenteres ofte som et farligt redskab i hænderne på terrorister. Det er dog ikke nødvendigvis sandheden. Artiklen trækker på indsigter fra studier af sunniekstremistiske grupper, Anders B. Breivik og Anonymous og diskuterer terroristers anvendelse af internettet i organiseringen og udførelsen af terrorisme. Jeg vil argumentere for, at det anarkiske og anonyme internet fører mistillid og fragmentering med sig, hvilket gør det sværere for grupper at opretholde en fælles strategi og det fælles fjendebillede. Artiklen styrker derfor fortællingen om, at det hovedsageligt er ekskluderede og socialt marginaliserede enspændere, der ender med at planlægge voldshandlinger i isolation bag computerskærmen. I forlængelse heraf vil jeg pege på, at hovedparten af potentielle terrorister drages af fysisk interaktion,
våben og eksplosioner – og ikke udviklingen af komplekse cybervåben.

The increasing pervasiveness of social media has been matched by growing concerns regarding their potential impact on democracy and public debate. While some theorists have claimed that ICTs and social media would bring about a new independent public sphere and increase exposure to political divergence, others have warned that they would lead to polarization, through the formation of echo chambers. The issue of social media echo chambers is both crucial and widely debated. This article attempts to provide a comprehensive account of the scientific literature on this issue, highlighting the different approaches, their similarities, differences, benefits and drawbacks, and offering a consolidated and critical perspective that can hopefully support future research in this area. Concretely, it presents the results of a systematic review of 55 studies investigating the existence of echo chambers on social media, identifying patterns across their foci, methods and findings, and shedding light on the contradictory nature of the literature. We found that the results of research on this issue seem largely influenced by methodological and data collection choices. Indeed, articles that found clear evidence of echo chambers on social media were all based on digital trace data, while those that found no evidence were all based on self-reported data. Future studies should take into account the potential biases of the different approaches and the significant potential of combining self-reported data with digital trace data.

Based on numerous high level concerns that the cyber threat is expected to increase, as well as the already documented uses of cyber warfare, it is necessary to ensure our naval ships are hardened against such attacks. In doing so, an influence net model was designed to discover the likelihood of a successful cyber attack. However, first it was necessary to establish what the best mitigation tools are in defense of cyber attack methods. In order to do so, an expert opinion survey was designed and completed by individuals currently working in the field of network security. In combination with the expert opinion surveys and in looking at research and established security techniques it should become apparent whether or not ships are taking all the required steps to best secure themselves against an attack. Though the initial model was designed around a theoretical Naval Station Everett ship, with modification the model can be utilized for any naval asset throughout the United States and the risk for each particular U.S. asset can be evaluated. Additionally, this tool can also facilitate security funding as well as establishing a means of prioritizing the tools for protection if the network needs to be hastily re-established after an attack. Ultimately, the protection of a ship’s computer networks against cyber terrorist threats is fundamental in ensuring continued effective command and control and ultimately the security of this nation.

Is the cyber-utopian versus cyber-repression argument the most effective way to frame the political uses of new technologies? Contemporary discourse on social media fails to highlight political dynamics in authoritarian regimes with weak state control, where independent groups can capitalize on the use of coercive force. In this thesis, I will explore the various methods through which information communication technologies are utilized by civil groups, uncivil groups, and the state using Russia’s North Caucasus republics as a case study. New technologies are exploited through a variety of means by an array of actors in the North Caucasus whose goals may not necessarily be democratic. Through this evidence I demonstrate that information communication technologies do not inherently aid democratization, nor do they necessarily aid the incumbent regime; rather, they are merely a conduit through which existing groups put forth their agendas regarding their ideals of the modern state.

The Islamic State (IS) has been successfully diversifying its appeal and outreach as its aligned media groups like the Islamic State in Khorasan province’s official Al Azaim media, pro-IS Halummu and I’lam foundation prioritised translation efforts as a part of IS global media communication strategy. Al-Qaeda (AQ) on the other hand has faltered in its attempt to directly reach out to different ethnic communities from across the globe owing to the AQ’s official or aligned propaganda outlets not devoting the majority of their energies to the translation front.

This changed when the Islamic Translation Centre (ITC) emerged last year in June 2021 as AQ’s young media translation unit for buttressing AQ’s messaging propaganda to a global audience. Within the pro-AQ media ecosystem, it is the sole multifaceted, multi-language archival website that publishes translations of AQ and its affiliates’ official media content including attack claims, speeches of existing and deceased AQ leaders –Osama bin Laden and Ayman Al Zawahiri – video releases, and books into 29 different languages. These include Pashto, Arabic, Farsi, Indonesien, Ruáingga, Hindi, Malayalam, Assamese, French, German, Swedish, Albanian, Swahili, Portuguese, Spanish, etc.

The ever-increasing amount of user-generated content online has led, in recent years, to an expansion in research and investment in automated content analysis tools. Scrutiny of automated content analysis has accelerated during the COVID-19 pandemic, as social networking services have placed a greater reliance on these tools due to concerns about health risks to their moderation staff from in-person work. At the same time, there are important policy debates around the world about how to improve content moderation while protecting free expression and privacy. In order to advance these debates, we need to understand the potential role of automated content analysis tools.

This paper explains the capabilities and limitations of tools for analyzing online multimedia content and highlights the potential risks of using these tools at scale without accounting for their limitations. It focuses on two main categories of tools: matching models and computer prediction models. Matching models include cryptographic and perceptual hashing, which compare user-generated content with existing and known content. Predictive models (including computer vision and computer audition) are machine learning techniques that aim to identify characteristics of new or previously unknown content.
