Terrorists and extremists groups are communicating sometimes openly but very often in concealed formats. Recently Far-right extremists including white supremacist, anti-Semite groups, racists and neo-Nazis started using a coded “New Language”. Alarmed by police and security forces attempts to find them online and by the social platforms attempts to remove their contents, they try to apply the new language of codes and doublespeak. This study explores the emergence of a new language, the system of code words developed by Far-right extremists. What are the characteristics of this new language? How is it transmitted? How is it used? Our survey of online Far-right contents reveals the use of visual and textual codes for extremists. These hidden languages enable extremists to hide in plain sight and for others to easily identify like-minded individuals. There is no doubt that the “new language” used online by Far-right groups comprises all the known attributes of a language: It is very creative, productive and instinctive, uses exchanges of verbal or symbolic utterances shared by certain individuals and groups. These findings should serve both Law Enforcement and private sector bodies interested in preventing hate speech online.

The Internet and online platforms have become a useful instrument for modern terrorists’ recruitment. Numerous studies explored the online recruitment of Jihadi groups and especially of the Islamic State (ISIS) that managed to recruit over 40,000 fighters from as many as 90 countries. Yet, these studies, focusing mainly on the online platforms and the appeals used, lacked a theoretical framework that can serve the search for the factors explaining process and its success. In this chapter we suggest that the notion of motivational imbalance as a key persuasive appeal in terrorist online recruitment can provide the needed psychological theoretical concept to explain their recruitment strategy. To do so, we examine terrorist online recruitment and its features (stages, type of messages, content of the messages, characteristics of the targets) and relate it to the notion of motivational imbalance. Then we explore the trend of ‘narrowcasting’ (focusing persuasive communication on selected target audiences) and how well it combines with motivational imbalance in the process of recruitment by terrorist groups. Finally, we demonstrate how motivational imbalance has been used in recent Jihadi recruitment campaigns. The evidence presented comes from the contents of recruitment campaigns as well as from the testimonies of recruits.

Statt auf eigene Webseiten setzen TerroristInnen heute zunehmend und gezielt auf die Neuen Medien. Diese bieten eine hervorragende kostenlose Infrastruktur und erlauben es, ein globales Publikum zu erreichen. Dieser Beitrag beschreibt die terroristische Nutzung der drei größten Social Media-Dienste – Facebook, Twitter und YouTube – und das dahinterstehende Kalkül. Besondere Beachtung finden dabei Inhalte mit Bezug zu Deutschland.

Founded in 1996, the International Institute for Counter-Terrorism (ICT) is one of the leading academic institutes for counter-terrorism in the world, facilitating international cooperation in the global struggle against terrorism. ICT is an independent think tank providing expertise in terrorism, counter-terrorism, homeland security, threat vulnerability and risk assessment, intelligence analysis and national security and defense policy. The growing presence of modern terrorism on the Internet is at the nexus of two key trends: the democratization of communications driven by user-generated content on the Internet; and the growing awareness of modern terrorists of the potential of the Internet for their purposes. How best can the terrorists’ use and abuse of the Internet be countered? As this article argues, the answer to violent radicalization on the Internet lies not in censorship of the Internet, but in a more sophisticated and complicated strategy, relying on the theoretical notion of “noise” in communication process theory.

Homegrown Sunni extremists (jihadis) and Latin American street gang members (cholos) represent potential threats to national security. Both groups are known to inhabit the video- sharing website YouTube. Videos representative of each group were selected at random, and the visual motifs in the videos were categorized. Findings suggest similarities and differences between the two groups that may have significance for how practitioners address each threat, and for determining the likelihood that the two groups may begin to work in concert. The portraits that emerge of jihadis and cholos may assist in developing strategies to counter the violence perpetrated by each.
