The Jihadist phenomenon has a privileged space in Web 2.0 where contents can be created, networks can be global and all exchanges of information have significance. The emergent Jihadist organizations have been profiting from these digital communication features to enlarge, diversify and connect with their audience. On the one side, the virtual framing of Jihad through the manipulation of the sacred Islamic texts and its transformation into an ‘authentic’ religious discourse has given the Jihadists an opportunity to justify any religious violence associated with the performance of Jihad. On the other side, the virtual performance of Jihad through a ritualization process that combines ritualistic innovation with the use of cyber tools has allured individuals to engage and participate in Jihadist acts, both online and offline. Moreover, and in the light of the Jihadist warfare in the Middle East, the article will reveal the importance of e-Ritualization of Jihad into shaping these individual representations into a community both offline and online.

Groups such as al-Qaida (AQ) have pursued spectacular attacks to garner media attention and popularize their cause. What is often not noted, however, is that for those who submit themselves to the religious thinking of al-Qaida – and nowadays the self-designated “Islamic State” (IS) – the militant struggle is intertwined with the duty to call upon others to join the movement (da’wa). For jihadists da’wa is obligatory. While AQ’s central organization pioneered the use of bulletin forums, blogs, YouTube and to some extent Facebook, for this and other purposes, it was its Syrian branch, Jabhat al-Nusra, that in 2012 pushed effectively into Twitter use. AQ lost its momentum as the social media pioneer of jihadism shortly thereafter to IS. Since 2013, IS has taken the use of social media da’wa and other activities to the next level. From that point onward IS has very effectively projected influence on Twitter on a massive scale, reaching a global audience. Since early 2016, however, IS’s networks on Twitter have been degraded by various counter-measures, but the group has reconfigured and shifted to a new social media outlet: Telegram. This application has become the most important information outlet for IS and has been used to recruit and guide attackers in Europe. This article takes a closer look at what Telegram is, and how IS uses it for different purposes: not only operationally, but also for identity building.

This article will argue that social media in the hands of terrorist groups constitutes a weapon, and has become increasingly capable of contributing to the facilitation of consequential harm against identified targets. In doing so it will first clarify the communicative nature of terrorist action and provide an overview of the various contributions made by jihadist strategists to the evolution of terrorist practice, and in particular the re-emergence of the practice of individual terrorism. It will then identify the intersection of individual terrorism and social media and the development and deployment of a system of social media jihad. 2 The article will explain the mechanisms by which terrorist groups exploit and deploy social media platforms, and inflict various harms, with a specific focus on individual and small cell terrorism in Western jurisdictions. Finally, a brief case study analysis of Anwar al-Awlaki will demonstrate the gravity with which governments have conceived of this problem, in part by highlighting the substantiveness of their responses.

ISIS will likely maintain the capacity to align its military and information operations (IO) in the coming years. Continuing conflicts and the plodding effort to address the underlying conditions where it has taken root will likely help ISIS retain physical sanctuary and command and control capability in Iraq, Syria, and North Africa, even if it loses control of major cities. ISIS’s IO campaign has supported multiple objectives, including control over territory, coercion of populations, and recruitment. This campaign has enabled ISIS’s survival and execution of international terror attacks. It may ultimately usher in a “Virtual Caliphate” – a radicalized community organized online – that empowers the global Salafi-jihadi movement and that could operate independently of ISIS. This “Virtual Caliphate,” the emergence of which becomes more likely the longer ISIS’s physical caliphate exists, would represent a unique challenge to American national security. Other hostile actors, beyond ISIS and the global Salafi-jihadi movement, are also adopting elements of a broader IO campaign, highlighting the requirement for
the U.S. to formulate a determined response. The U.S. possesses inherent advantages, including material resources, military strength and convening power, with which to confront this evolving threat. It also has challenges to overcome, including the lack of a government-wide strategy – supported by the necessary resources and proper bureaucratic organization – to counter enemy IO. The U.S. should continue to counter ISIS and other enemies in this arena by focusing on rolling them back on the ground, degrading their technical capabilities and other means they employ to reach their intended audiences, and helping facilitate the emergence of compelling counter-narratives amenable to American interests.

Terrorism research has begun to focus on the issue of radicalization, or the acceptance of ideological belief systems that lead toward violence. There has been particular attention paid to the role of the Internet in the exposure to and promotion of radical ideas. There is, however, minimal work that attempts to model the ways that messages are spread or how individual participation in radical on-line communities operates. In this paper, we present a stochastic linear system to represent the evolution of contribution to a sample of 126 threads in an on-line forum where individuals discuss radical belief systems. To estimate or predict the time-varying contributions of agents for given onlineforum data, each agent’s contribution has been modeled as a state variable. We then use the expectation-maximization (EM) algorithm to identify the model parameters including the adjacency matrix of the graph constructed among participating agents along with measurement and system uncertainty levels in online-postings. Our approach reveals the identified dynamical influences among agents in the time-varying shaping of the contribution in a datadriven fashion. We use the real-world data from online-postings to demonstrate the usefulness of our approach, and its application toward on-line radicalization.

Counter-narratives and campaigns promoting normality, are often highlighted as universal means against online propaganda from militant movements. However, such campaigns are driven by a number of unfortunate assumptions and are difficult to apply in practice.
