The proliferation of images and videos online commemorating the death of martyrs is becoming more and more widespread within the neofascist movement. Ceremonies honouring fallen comrades today go viral on the Internet in a manner that information technologies could not facilitate in the past. Neofascist organisations share these ritualistic practices on the Internet, producing hypermedia environments: specific media content that creates a dialogue between the digital and the physical realm. Analysing these hypermedia environments enables a better understanding of neofascist representations and tactics today. Noting that supremacist terrorism is widely excluded from the far-right hypermedia fabric, while the martyrs of neofascism are at the centre of these actions, this article illustrates the shifts that the movement is experiencing, from a clandestine offensive to a self-defence mass strategy.

Drawing on a survey of 13,302 online Australians, this study examines the characteristics and behaviours of respondents who viewed child sexual abuse material (CSAM) and fringe or radical content online, or both. In the past 12 months, 40.6 percent of respondents had viewed fringe or radical content and 4.5 percent had viewed CSAM. Among respondents who viewed CSAM, 64.7 percent had also viewed fringe or radical content, while 7.1 percent of those who viewed radical content had also viewed CSAM. Respondents who viewed only CSAM or only fringe or radical content were similar to one another. Respondents who viewed both were more likely to be younger and male and had higher rates of criminal justice system contact and diagnosed mental illness. Their online activity, including the platforms used, also differed.

Using a large, national survey of online Australians, we measured unintentional and intentional exposure to fringe or radical content and groups online. Two in five respondents (40.6%) reported being exposed to material they described as fringe, unorthodox or radical. One-quarter of these respondents (23.2%) accessed the content intentionally. One-third (29.9%) said the content they had seen depicted violence. Fringe or radical content was often accessed through messages, discussions and posts online. Mainstream social media and messaging platforms were the platforms most frequently used to share fringe or radical content. Being a member of a group promoting fringe or radical content was associated with increased sharing of that content with other internet users. Efforts to restrict access to radical content and groups online, especially on mainstream platforms, may help reduce intentional and unintentional exposure to and sharing of that content.

The present Trends Alert was prepared by CTED in accordance with Security Council resolution 2395 (2017). This reaffirms the essential role of CTED within the United Nations to identify and assess issues, trends and developments relating to the implementation of Council resolutions 1373 (2001), 1624 (2005) and 2178 (2014) and other relevant resolutions. CTED Trends Alerts are designed to increase awareness, within the Security Council Counter Terrorism Committee, and among United Nations agencies and policymakers, of emerging trends identified through CTED’s engagement with Member States on their implementation of the relevant Council resolutions. The Alerts also include relevant evidence-based research conducted by members of the CTED Global Research Network (GRN)1 and other researchers.

When CSIS published Securing Cyberspace for the 44th Presidency two years ago, cybersecurity was not a major issue for public policy. Along with the work of many others, our first report helped to change this. However, the new energy in the national dialogue on cybersecurity has not yet translated into sufficient progress. We thought then that securing cyberspace had become a critical challenge for national security, which our nation was not prepared to meet. In our view, we are still unprepared.
