Le Conseil national du numérique a été saisi le 25 juin 2014 de l’article 9 du projet de loi renforçant les
dispositions relatives à la lutte contre le terrorisme. Ces dispositions modifient l’article 6 de la loi du 21
juin 2004 pour la confiance dans l’économie numérique (LCEN) en prévoyant le blocage administratif des
sites diffusant des propos ou images provoquant à la commission d’actes terroristes ou en faisant
l’apologie. Elles élargissent également le champ des outils de notification imposés aux prestataires
techniques.
Afin de rendre un avis le plus éclairé possible dans le court délai imparti, le Conseil a procédé à une
quinzaine d’auditions, réunissant des experts du terrorisme (sociologues, journalistes, représentants
d’associations), de magistrats et avocats spécialisés, des représentants de la société civile, des
membres des services de renseignement et des professionnels du numérique (liste complète disponible
en annexe).

As myths, stereotypes and media representations circulate about the several hundred Western women who have gone to Syria and joined the jihadists, it seems to us essential to try to understand the motives and explanatory factors behind the radicalization of these girls and women. What mechanisms and processes lead them to become radicalized and to join such groups?
Who are these women who radicalize to the point of risking their safety and well-being? Above all, how shall we understand the gender dimensions of the current phenomena of violent radicalization?

Until now, documentation of the radicalization of girls and women in Québec, with a gender-differentiated perspective, has been non-existent. We therefore decided that it was essential to do more than offer a summary document, by exploring empirically, across Québec, the radicalization of women who have joined, or tried to join, jihadist groups in Syria and Iraq.

This paper discusses research on QAnon, a controversial conspiracy movement. Its public engagement mechanisms and discursive practices, focusing on members’ activities on Telegram, are analysed. These activities have elevated concerns about the group’s threat to democracy, prompting intelligence agencies to identify it as a potential risk. This study emphasises the need to understand QAnon’s discursive practices for safeguarding democratic foundations. The author aims to demonstrate how linguistics can aid in analysing Political and Military discourse, assisting institutions in countering destabilising movements. The research uses Open Source Intelligence techniques to analyse QAnon members’ activities, disinformation campaigns, and conspiracy theories on Telegram. Positive Discourse Analysis and Netnography allow us to investigate discourse types and construct discoursive paradigms of resistance. The study conducts quantitative and qualitative analyses on a corpus of Telegram channels items to identify recurring themes and semantic areas, shedding light on the differences between Qlobal-Change USA and Qlobal-Change Italia channels.

At Manchester Crown Court on 18 October 2024, Robert Taylor was sentenced to four years in prison with a one year extended license period for nine offences relating to racial hatred, two terror offences, two offences related to hatred on the grounds of sexual orientation and one case of support for a proscribed organisation.

This Research Briefing is the second in CST’s ‘Pathway to Terror’ series that outlines CST’s specific work in tracking, monitoring and reporting individuals’ online extremism. It has two sections: the first section reveals the full extent of Taylor’s anti-Jewish activity, the ideological extremism that lay behind his offending, and CST’s investigation that led to his arrest and conviction. The second part of this report looks at the GDL network more widely, its links to the UK, its growing presence on X alongside its use of alternative tech platforms, and its role in attempting to radicalise online users globally
