Due to exponential advances in technology, the reach of terrorists’ influence now transcends geographic boundaries and is extremely widespread. Steinbach (2016), in his Statement before the Senate Committee on Homeland Security and Governmental Affairs, Permanent Subcommittee on Investigations, points out that ‘as technology advances, so, too, does terrorists’ use of technology to communicate – both to inspire and recruit’. In fact, it is no secret that terrorist groups are continuously using the internet to inspire and enlist new members in order to grow their network of terror. This growth of terrorist groups is not limited to those individuals who are recruited and leave their homelands to travel to terrorist hotspots for jihadi purposes (foreign fighters), but also includes residents who are radicalized in their home countries and who remain there to propagate attacks on their home countries (homegrown terrorists).

In the aftermath of 9/11 security agencies augmented their counterterrorism (CT) apparatuses with advanced analytics, machine learning (ML), and artificial intelligence (AI) to improve their ability to identify and neutralize terrorists. Under this regime, humans remained the central actors, tasked with understanding information and crafting a response. The advent of Generative AI (GenAI) changes this equation. GenAI’s ability to mimic humanity’s reasoning skills augurs a world where machines assume responsibility for most CT activities. This possibility raises fears of machines outside of human control. These fears are currently unfounded, and to the extent that they’re real, they must be weighed against the ability to reduce the victims of terrorism. As this world forms, what will matter more is decision-makers’ understanding of AI/ML outputs for counterterrorism, as they will have to make strategic choices around a series of ethical and policy choices that are inherently human. This article explores this subject more in-depth, reviewing the evolution of AI/ML and its impact on different CT domains, exploring the strategic dimensions of AI/ML, and concluding with a series of policy recommendations.

Terrorist and extremist movements have long exploited mass communications technology in pursuit of their political ends. The advent of the internet offers new opportunities. In response, state counter-measures seek to stem the impact of extreme ideologies by a number of tactics. “Positive” measures refer to those online initiatives that seek to make an impact through digital engagement and education and the provision of counter-narratives. “Negative” measures describe those approaches that advocate for, or result in, the deletion or restriction of violent extremist online content and/or the legal sanctioning of its online purveyors or users. More sanctions-based outcomes arise through discretionary state activity such as warnings and counselling of vulnerable individuals, or through disruptive counter-measures such as bans on the giving of lectures or prohibitions on the entry into the country of speakers or the taking down of extremist internet sites. Other measures step over into criminal justice, as when individuals are prosecuted for collecting materials or information (including typically information downloaded from the internet) or for issuing messages which can be construed as direct or indirect incitements to terrorism. This paper will analyse the responses to extremist uses of the internet, with an emphasis upon legal responses – “online laws”.

This Element presents original research into how young people interact with violent extremist material, including terrorist propaganda, when online. It explores a series of emotional and behavioural responses that challenge assumptions that terror or trauma are the primary emotional responses to these online environments. It situates young people’s emotional responses within a social framework, revealing them to have a relatively sophisticated relationship with violent extremism on social media that challenges simplistic concerns about processes of radicalisation. The Element draws on four years of research, including quantitative surveys and qualitative focus groups with young people, and presents a unique perspective drawn from young people’s experiences.

Video platforms such as YouTube provide an environment where the blurred duality between content dissemination and creation facilitates the generation of social networks. Research into online violent extremist environments has often noted the prominence of video-sharing platforms as a means of distributing propaganda and cultivating social networks for purposes of recruitment. This paper draws from the study of emotion to examine three videos and associated comments that had high engagement, understood as the frequency of interactions, likes/upvotes and reposts in a given social network, in a right-wing extremist online milieu. This analysis highlights the important role emotions play in generating social connectedness and ultimately engagement and recruitment into online right-wing extremist milieus. Understanding the significance of emotions in online violent extremist video content can help to identify opportunities for moderation and/or the construction of alternative narratives.
