Focusing on extreme-right organisations in Italy, this article addresses the specific use of the Internet by extremist groups and its potential role for the formation of collective identity, organisational contacts and mobilisation. The analysis includes both political parties and non-party organisations, even violent groups. Through the combination of Social Network Analysis (SNA) of web linkages amongst approximately 100 organisations, with a formalised content analysis of those websites, we argue that various forms of usage of the Internet by right-wing organisations are indeed on the rise,
with an increase not only in the number of extremist websites but also in the exploitation of the Internet for diffusing propaganda, promoting ‘virtual communities’ of debate, fundraising, and organising and mobilising political campaigns. The various specificities of the usage of the Internet by extreme right organisations are demonstrated and linked to offline reality.

How do right-wing extremist organisations throughout the world use the Internet as a tool for communication and recruitment? What is its role in identity-building within radical right-wing groups and how do they use the Internet to set their agenda, build contacts, spread their ideology and encourage mobilization? This important contribution to the field of Internet politics adopts a social movement perspective to address and examine these important questions. Conducting a comparative content analysis of more than 500 extreme right organizational web sites from France, Germany, Italy, Spain, the United Kingdom and the United States, it offers an overview of the Internet communication activities of these groups and systematically maps and analyses the links and structure of the virtual communities of the extreme right. Based on reports from the daily press the book presents a protest event analysis of right wing groups’ mobilisation and action strategies, relating them to their online practices. In doing so it exposes the new challenges and opportunities the Internet presents to the groups themselves and the societies in which they exist.

‘Violent Online Political Extremism: Setting a Research Agenda’

This report examines online youth‑led initiatives involved in challenging violent extremism (CVE).

It focuses on the 2013–2023 online presence of 13 youth organisations, namely: KRIS (Philippines), Youth for Peace Movement Davao de Oro (Philippines), United Voice for Peace Network Inc. (Philippines), Global Peace Youth (Philippines), Students Against Violence Everywhere, Paiman Alumni Trust, Sri Lanka Unites, Youth for Peace (Cambodia), Sambisig, Team Pakigsandurot, MasterPeace, Youth for Peace Philippines Cordillera Youth Brigade and College of Youth Activism and Development.

Based on data scraped from more than 130 social media posts, the report highlights the dynamics of youth‐led CVE efforts online, and discusses at strategic planning, content creation and organisational challenges.

“Never before in history have terrorists had such easy access to the minds and eyeballs of
millions,” declared one journalistic account of the Islamic State’s propaganda machine and
proficient use of Twitter, Facebook, bots, and other modern means of getting its message out.
Such views that the group’s “mastery of modern digital tools” has transformed terrorism
are commonplace and, though usually presented breathlessly, contain some basic truths.1
Successful terrorist groups are good communicators and they employ the technology of
their times. Fighting terrorism today thus requires fighting terrorism on the Internet and
otherwise countering the use of advanced communications technologies. President Trump
himself stressed this in a tweet after a 2017 terrorist attack in London: “Loser terrorists must
be dealt with in a much tougher manner. The internet is their main recruitment tool which
we must cut off & use better!”2 Terrorists are only one dangerous actor on the Internet—and
the one this paper focuses on—but other dangers ranging from hostile state intelligence
services to criminal groups are also lurking. The above journalist’s quote could also apply to
Russian disinformation, sophisticated criminal phishing attempts, and other malicious uses
of the Internet.
This paper proceeds as follows. First, it examines some of the ways in which terrorist groups
use the Internet, focusing on the Islamic State in particular, and the limits and problems
they have had. Second, it looks at several of the historical problems the US government
has had in stopping this use and at the general issues that are likely to plague future efforts
regarding terrorist use of new technologies. Finally, the paper details some of the parameters
of an Intelligence Reserve Corps, describing its benefits and its limits.
