This paper examines the ranking of critical assets within an electrical grid under threat of cyber attack. Critical to this analysis is the assumption of zero hour exploits namely, the threat of an immediate attack as soon as a vulnerability is discovered. Modeling shows that over time load fluctuations as well as other system variations will change the importance of each asset in the delivery of bulk power. As opposed to classic stability studies where risk can be shown to be greatest during high load periods, the zero hour exploit-cyber-risk assumes that vulnerabilities will be attacked as soon as they are discovered. The probability of attacks is made uniform over time to include any and all possible attacks. Examining the impact of an attack and how the grid reacts immediately following an attack will identify and determine the criticality of each asset. This work endeavors to fulfill the NERC Critical Infrastructure Protection Requirements CIP-001-1 through CIP-009-2, cyber security requirements for the reliable supply of bulk power to customers throughout North America.

This article seeks to contribute to broadening the focus of research in the area of violent online political extremism by examining the use of the internet by dissident Irish Republicans and their supporters. The argument here is not that the internet substitutes face-to-face contacts amongst Irish Republicans, including violent dissidents, nor that it currently plays a central role in processes of radicalisation into violent dissident groups, but that it has an important support function in terms of providing an ‘always-on’ space for discussion, consumption, and production of Irish Republicanism and thus a potentially useful educative role in terms of introducing ‘newbies’ to violent dissident Republicanism while also acting as a ‘maintenance’ space for the already committed. This exploratory study considers the importance of these functions in the context of repeated suggestions that the dissidents have no significant support-base or constituency as internet activity certainly gives the appearance of some such support.

In considering how terrorist movements use the Internet, it is becoming increasingly apparent that we must move beyond predominantly descriptive overviews of the contents of websites to examine in more detail the notion of virtual communities of support and the functions of these for their members. Virtual communities in support of terrorist movements are real social spaces where people interact on a regular basis to disseminate their views, share their knowledge, and encourage each other to become increasingly supportive of movements that use terrorism to achieve their goals. Taken from a larger body of comparative qualitative research investigating the content and function of discourses created in virtual communities in support of terrorism, this article presents a thematic analysis of “Stormfront,” a virtual community of the radical right.

This article considers the use of the Internet by Irish Republicans and does so by applying thematic content analysis to a sample of websites that support the Irish Republican movement. Particular attention is paid to the Irish Republican virtual community which, through regular user interaction, creates and sustains an online discourse of support for their cause and the currently active dissident movements. Further analysis focuses on the function of a virtual community and the interactions facilitated by this online social space in relation to the potential for increased commitment to, and involvement in, support-related activities both on and off line.

For years, social media, including Facebook, have been criticized for lacking transparency in their community standards, especially in terms of extremist content. Yet, moderation is not an easy task, especially when extreme-right actors use content strategies that shift the Overton window (i.e., the range of ideas acceptable in public discourse) rightward. In a self-proclaimed search of more transparency, Facebook created its Transparency Center in May 2021. It also has regularly updated its community standards, and Facebook Oversight Board has reviewed these standards based on concrete cases, published since January 2021. In this paper, we highlight how some longstanding issues regarding Facebook’s lack of transparency still remain unaddressed in Facebook’s 2021 community standards, mainly in terms of the visual ‘representation’ of and endorsement from dangerous organizations and individuals. Furthermore, we also reveal how the Board’s no-access to Facebook’s in-house rules exemplifies how the longstanding discrepancy between the public and the confidential levels of Facebook policies remains a current issue that might turn the Board’s work into a mere PR effort. In seeming to take as many steps toward shielding some information as it has toward exposing others to the sunshine, Facebook’s efforts might turn out to be transparency theater.
