Much recent policy discourse has pivoted on the relationship between terrorist campaigns and an emergent feature of the global financial landscape in the form of cryptocurrencies. Cryptocurrencies are a subset of digital currencies that are distributed by the developers thereof. The various unique features of cryptocurrencies have led to discussion in punditry about how terrorists could benefit from this new mode of financial transaction but few policy-oriented works and scholarly assessments exist to outline and assess this claim. This article describes cryptocurrencies, and assesses them in line with the operational realities of terrorist campaigns. I argue that, while there is limited evidence that terrorists are likely to disproportionately benefit from use of cryptocurrencies at present, there do exist unique opportunities for money laundering and revenue generation.

The notion of women in terrorism pushed its way to the forefront of the American mindset on December 2, 2015, when Tashfeen Malik and her husband, Syed Farook, opened fire at the Inland Regional Center in San Bernardino, California. After the couple killed 14 and injured 22, the growing threat posed by female jihadists in America became immediately apparent to policymakers, law enforcement officials, and the public. Some reports, citing law enforcement officials, claim that Malik pledged allegiance to Islamic State (IS) leader Abu Bakr al-Baghdadi on Facebook the day of the attack.2 IS later praised the couple’s actions in Dabiq, its official English-language magazine, affiliating themselves with the duo.3 Despite these assertions, the FBI’s most recent report has not yet determined a direct link to IS.4 Details about the couple’s path to violence remain buried in an ongoing investigation that may take years to reach the public. In spite of this obstacle, Malik’s case offers exceptional insight into the complex, morphing ventures of jihadist women in America. It is difficult to discern the exact rate at which women participate in jihadist movements in the United States, but the surge in relevant legal cases suggests this figure is on the rise. In the decade following 9/11, only a handful of prominent cases, like that of Aafia Siddiqui5 and Colleen LaRose,6 have shown the threat female jihadists could pose to national security. In recent years, instances of terrorism-related activity perpetrated by women have increased in number. Since 2011, at least 25 known cases of jihadi women with connections to the U.S. have emerged, shedding light on the myriad roles adopted by female jihadists. While few follow in Tashfeen Malik’s footsteps and pursue violent plots, many disseminate propaganda or donate resources to show their support. In some instances, women travel abroad to make direct contributions to a particular group. This report uses a wealth of primary and secondary data to examine the efforts of 25 American jihadi women since 2011.7 The cases offer a tremendous diversity of demographic data, suggesting that an overarching profile of the female jihadist is indiscernible. Moreover, within the dataset, women align themselves with a range of organizations including, but not limited to, IS, al-Shabaab, the Taliban, and al-Qaeda.

This systematic review explores the utilization of crowdsourcing for geoinformation in enhancing awareness and mitigating terrorism-related disasters. Out of 519 studies identified in the database search, 108 were deemed eligible for analysis. We focused on articles employing various forms of crowdsourcing platforms, such as Twitter (now known as X), Facebook, and Telegram, across three distinct phases of terrorism-related disasters: monitoring and detection, onset, and post-incident analysis. Notably, we placed particular emphasis on the integration of Machine Learning (ML) algorithms in studying crowdsourced terrorism geoinformation to assess the current state of research and propose future directions. The findings revealed that Twitter emerged as the predominant crowdsourcing platform for terrorism-related information. Despite the prevalence of natural language processing for data mining, the majority of studies did not incorporate ML algorithms in their analyses. This preference for qualitative research methods can be attributed to the multifaceted nature of terrorism, spanning security, governance, politics, religion, and law. Our advocacy is for increased studies from the domains of geography, earth observation, and big data. Simultaneously, we encourage advancements in existing ML algorithms to enhance the accurate real-time detection of planned and onset terrorism disasters.

Crowdfunding platforms remain understudied as conduits for ideological struggle. While other social media platforms may enable the expression of hateful and harmful ideas, crowdfunding can actively facilitate their enaction through financial support. In addressing such risks, crowdfunding platforms attempt to mitigate complicity but retain legitimacy. That is, ensuring their fundraising tools are not exploited for intolerant, violent or hate-based purposes, yet simultaneously avoiding restrictive policies that undermine their legitimacy as ‘open’ platforms. Although social media platforms are routinely scrutinized for enabling misinformation, hateful rhetoric and extremism, crowdfunding has largely escaped critical inquiry, despite being repeatedly implicated in amplifying such threats. Drawing on the ‘Freedom Convoy’ movement as a case study, this article employs critical discourse analysis to trace how crowdfunding platforms reveal their underlying values in privileging either collective safety or personal liberty when hosting divisive causes. The radically different policy decisions adopted by crowdfunding platforms GoFundMe and GiveSendGo expose a concerning divide between ‘Big Tech’ and ‘Alt-Tech’ platforms regarding what harms they are willing to risk, and the ideological rationales through which these determinations are made. There remain relatively few regulatory safeguards guiding such impactful strategic choices, leaving crowdfunding platforms susceptible to weaponization. With Alt-Tech platforms aspiring to build an ‘alternative internet’, this paper highlights the urgent need to explore digital constitutionalism in the crowdfunding space, establishing firmer boundaries to better mitigate fundraising platforms becoming complicit in catastrophic harms.
