This article constitutes a first step in understanding how Internet memes are used in extreme-right online milieus and formulating appropriate policy responses. First it looks at existing literature on memes as communication units. Secondly, it looks at the particular ways in which transnational extreme-right groups use Internet memes. Thirdly, it discusses the applicability of these memes to resilience-building projects targeting the extreme right. The article’s conclusions discourage the use of Internet memes by state and security actors, while highlighting positive uses by grassroots organisations. Some notes on further necessary research conclude the piece.

Using a dataset of over 1.9 million messages posted on Twitter by about 25,000 ISIS members, we explore how ISIS makes use of social media to spread its propaganda and to recruit militants from the Arab world and across the globe. By distinguishing between violence-driven, theological, and sectarian content, we trace the connection between online rhetoric and key events on the ground. To the best of our knowledge, ours is one of the first studies to focus on Arabic content, while most literature focuses on English content. Our findings yield new important insights about how social media is used by radical militant groups to target the Arab-speaking world, and reveal important patterns in their propaganda efforts.

This article presents an ethnographic analysis of the online training practices IS sympathisers adopt to recruit, indoctrinate, train, and vet new affiliates. The study highlights the carefully crafted virtual ecosystem established by IS unofficial media operatives, which seeks to identify and select converts with specialised digital skills and unwavering commitment to the group’s vision of Islam. Prioritising quality over quantity, the selection process subjects new recruits to rigorous pre-and post-selection trials to ensure their authenticity, devotion, and obedience. Oaths of allegiance are central to membership within this virtual ecosystem, engendering a master-apprentice dynamic that may secure new recruits’ adherence to assigned duties within the network. The instructional scaffolding within this ecosystem comprises two main constituents: theological indoctrination and digital training. The former places emphasis on IS’s allegedly authentic religious sources in teaching Islamic jurisprudence, while the latter includes training on online security and media campaigns. As sympathisers progress through the ranks within the virtual ecosystem, they are empowered by their newly achieved “veteran” status to take on leadership roles within the digital sphere or engage in combat operations. The meticulously engineered architecture of social hierarchies within the network is designed to foster loyalty and obedience, perpetuate a hierarchical fraternity, thereby enhancing the organisation’s resilience and longevity.

This study explores how terrorists use financial technologies in their plots. Using a database of 231 US-based Islamic State actors, it analyses how they move money and make purchases, as well as whether the use of technology affects success. Fundamentally, terrorists opt for simplicity; there is little evidence of sophisticated financial plots. Terrorists tend to use the Internet in two ways: to make purchases and to coordinate transactions. Transactions via Money Service Businesses are more likely to be part of successful plots. Finally, the paper discusses factors which explain this simplicity as well as discussing whether this may change moving forward.
