Currently the UK does not have a specific anti-cyberterrorism law, instead relying on existing anti-terrorism laws to deal with cyberterrorism. This approach raises a number of problems insofar as it can lead to legislative uncertainty and unpredictability, as well as impacting on carrying risks of over-criminalisation, a lack of counterbalance, violation of principles of proportionality and arbitrariness. In light of these problems, this article aims to offer a critical evaluation of the UK’s existing legal responses to cyberterrorism with reference to the rule of law and basic human rights principles, mainly focusing on the vague and overly broad definition of terrorism, a tendency towards criminalising a wide range of terrorism precursor offences online, pre-emptive strategies and aggravated punishment of cyberterrorism. Based on this analysis, the article argues that applying the extension of existing anti-terrorism laws to combat low-risk cyberterrorism activities runs the risk of exacerbating harms to the values of the rule of law.

The terms Deep Web, Deep Net, Invisible Web, or Dark Web refer to the content on the World Wide Web that is not indexed by standard search engines. One can describe the Internet as composed of layers: the “upper” layer, or the Surface Web, can easily be accessed by regular searches. However, “deeper” layers, the content of the Deep Web, have not been indexed by traditional search engines such as Google. Michael K. Bergman who wrote the seminal paper on the Deep Web, compared searching the Internet to dragging a net across the surface of the ocean: a great deal may be caught in the net, but there is a wealth of information that is deeper and therefore missed. In fact, most of the Web’s information is buried far down on sites, and standard search engines are unable to access it.

Without recruitment terrorism can not prevail, survive and develop. Recruitment provides the killers, the suicide bombers, the kidnappers, the executioners, the engineers, the soldiers and the armies of future terrorism. The internet has become a useful instrument for modern terrorists’ recruitment and especially of foreign fighters. Online platforms and particularly the new social media (e.g., Twitter, Facebook, YouTube) combine several advantages for the recruiters. The global reach of the Net allows groups to publicise events to more people; and by increasing the possibilities for interactive communication, new opportunities for assisting groups and individuals are offered, along with more chances for contacting them directly. Terrorist recruiters may use interactive online platforms to roam online communities, looking for more ‘promising’ and receptive individuals, using sophisticated profiling procedures. Online recruitment of foreign fighters by terrorist organisations such as the Islamic State (IS) is analysed here as an example of an online multichannel recruitment venue.

Terrorists and extremists groups are communicating sometimes openly but very often in concealed formats. Recently Far-right extremists including white supremacist, anti-Semite groups, racists and neo-Nazis started using a coded “New Language”. Alarmed by police and security forces attempts to find them online and by the social platforms attempts to remove their contents, they try to apply the new language of codes and doublespeak. This study explores the emergence of a new language, the system of code words developed by Far-right extremists. What are the characteristics of this new language? How is it transmitted? How is it used? Our survey of online Far-right contents reveals the use of visual and textual codes for extremists. These hidden languages enable extremists to hide in plain sight and for others to easily identify like-minded individuals. There is no doubt that the “new language” used online by Far-right groups comprises all the known attributes of a language: It is very creative, productive and instinctive, uses exchanges of verbal or symbolic utterances shared by certain individuals and groups. These findings should serve both Law Enforcement and private sector bodies interested in preventing hate speech online.

The Internet and online platforms have become a useful instrument for modern terrorists’ recruitment. Numerous studies explored the online recruitment of Jihadi groups and especially of the Islamic State (ISIS) that managed to recruit over 40,000 fighters from as many as 90 countries. Yet, these studies, focusing mainly on the online platforms and the appeals used, lacked a theoretical framework that can serve the search for the factors explaining process and its success. In this chapter we suggest that the notion of motivational imbalance as a key persuasive appeal in terrorist online recruitment can provide the needed psychological theoretical concept to explain their recruitment strategy. To do so, we examine terrorist online recruitment and its features (stages, type of messages, content of the messages, characteristics of the targets) and relate it to the notion of motivational imbalance. Then we explore the trend of ‘narrowcasting’ (focusing persuasive communication on selected target audiences) and how well it combines with motivational imbalance in the process of recruitment by terrorist groups. Finally, we demonstrate how motivational imbalance has been used in recent Jihadi recruitment campaigns. The evidence presented comes from the contents of recruitment campaigns as well as from the testimonies of recruits.

Terrorists are using the Internet for various purposes. Most of the attempts to monitor and study terrorist presence on the Net focused on the practical and communicative uses of this channel by modern terrorists. Yet, not much attention has been paid to the use of the Net as a medium for terrorist debates and disputes. This descriptive article presents this less noticed facet of terrorism on the Net by providing examples of virtual debates among and within terrorist groups. The analysis of the online controversies, disputes, and debates may say a lot about the mindsets of terrorists, their motivations, their doubts and fears. In many ways, it allows the researcher to open a window to a world about which so little is known. It may also serve counterterrorism: by learning the inner cleavages and debates one can find practical ways to support the voices against terror, to broaden gaps within these dangerous communities, and to channel the discourse to nonviolent forms of action.
