Countering Al Qaeda and other terrorist groups’ use of the Internet for both organizational purposes and the dissemination of radical propaganda has frequently been conceptualized in terms of a war in a virtual space. This assumption has led to a distorted understanding of how the Internet is relevant to terrorism, and what methods are appropriate for addressing this. In particular, it has led to an overemphasis on action by governments ‘on’ the Internet. This entails moving the ‘fight’ into a terrain in which it cannot easily be won. Better strategies for counteracting the benefits terrorists draw from the Internet might proceed from instead drawing on governments’ overwhelmingly greater power over matter and physical space, and their ability to shape agendas across the complete spectrum of media.

More than 550 Muslim women from Western countries have joined ISIS and moved to its proclaimed ‘Caliphate’ in Syria and Iraq. No extremist group has been able to attract so many female Western recruits so far, and their number continues to grow. This article is intended to explain the reasons behind such unprecedented success, the motivation of Western Muslims to join ISIS and their roles in the ‘Islamic State’. It also compares living conditions under ISIS’ rule with the expectation induced by ISIS’ recruiters in women from the West who had shown an interest to make hijra and join ISIS. Understanding these factors is vital to figure out how to stop this trend and to assess the security threat posed to the West by possible female returnees, or radicalised sympathizers who are unable to leave their countries of residence.

Today, we live in a world of networked global communities, drawn together by the recent technological boom. This unprecedented degree of interconnectivity has affected every size and kind of social organization, from the American government to a camera-armed protester on the streets. Technology has particularly changed the fabric of the Islamic world, a community torn between rejecting innovation and embracing modernity. The mass social movements that rocked the Middle East during the Arab Spring only highlight how important connective devices have become for the strategic calculi of Islamic social movements. Islamic groups now use Internet platforms like Facebook and YouTube to reach a greater audience, challenge opponents, and spread their ideologies.

Given the growth of Internet research in recent years, it is rather surprising that research of online terrorism and countermeasures has been lacking theoretical and conceptual frameworks. The present study suggests applying the concepts and models taken from e-marketing to the study of terrorist websites. This work proves that when Hamas builds an array of sites in the Internet, it complies with the same rules that the Western business world follows. Chaffey et al. (2000) constructed a model comprised of eight decision points in the process of building a business-oriented Internet site. Although the model was developed for commercial purposes, the present study demonstrates how it could be used as an analytic framework to study terrorist websites. As shown, most of the decision points in the model were relevant to the Palestinian Information Center group of websites. Understanding the e-marketing strategy of Hamas will allow the construction of a competing marketing strategy in order to market rival ideological consumer products.

While the threat that al-Shabaab poses to the West can easily be overstated, its outreach to Muslims living in Europe and the United States has been successful relative to other al-Qaeda-linked groups and warrants exploration. The organisation has recruited dozens of foreign fighters from the West (see Appendix). It also holds the dubious distinction of being the first jihadist organisation to recruit an American citizen to commit an act of suicide terrorism. Its recruitment strategy is therefore worthy of examination as a case study of how jihadist groups formulate strategies to lure Western Muslims. Through a combination of primary source analysis, background interviews in East Africa and an in-depth quantitative analysis of the group’s Twitter output, this paper aims to go beyond the simple statement of this problem by explaining how al-Shabaab markets itself to Muslims beyond its borders and what methods it employs. It also explores how the group is using social media to engage its followers in ways that other actors in the global jihad movement have not yet mastered.

This study provides the first forensic analysis of Anwar al-Awlaki’s work, which tracks his ideological path from a supposedly moderate preacher to an al-Qaeda recruiter.
