Without recruitment terrorism can not prevail, survive and develop. Recruitment provides the killers, the suicide bombers, the kidnappers, the executioners, the engineers, the soldiers and the armies of future terrorism. The internet has become a useful instrument for modern terrorists’ recruitment and especially of foreign fighters. Online platforms and particularly the new social media (e.g., Twitter, Facebook, YouTube) combine several advantages for the recruiters. The global reach of the Net allows groups to publicise events to more people; and by increasing the possibilities for interactive communication, new opportunities for assisting groups and individuals are offered, along with more chances for contacting them directly. Terrorist recruiters may use interactive online platforms to roam online communities, looking for more ‘promising’ and receptive individuals, using sophisticated profiling procedures. Online recruitment of foreign fighters by terrorist organisations such as the Islamic State (IS) is analysed here as an example of an online multichannel recruitment venue.

Who is likely to be a target of online hate and extremism? To answer this question, we use an online survey (N = 963) of youth and young adults recruited from a demographically balanced sample of Americans. Adapting routine activity theory, we distinguish between actor-initiated social control (i.e., self-help), other-initiated social control (i.e., collective efficacy), and guardianship and show how self-help is positively related to the likelihood of being targeted by hate. Our findings highlight how online exposure to hate materials, target suitability, and enacting social control online all influence being the target of hate. Using social networking sites and encountering hate material online have a particularly strong relationship with being targeted with victim suitability (e.g., discussing private matters online, participating in hate online) and confronting hate also influencing the likelihood of being the target of hate speech.

This article explores gendered meanings of ISIS-chan, an Internet meme in the form of a manga girl, produced and used to disrupt the messages from the Islamic State. Moreover, it investigates the performative power of ISIS-chan, and how it is used/interpreted as it circulates on the Internet. The ISIS-chan campaign is seen as an example of how the girl figure is mobilised in the political context of the War on Terror. Characterised by girlish playfulness, humour and creativity, I suggest that ISIS-chan challenges the stereotypical representations of femininity in the War on Terror, and may be perceived as a trickster.

The Internet has emerged as a key technology for Al Qaeda and other jihadist movements waging their so-called electronic jihad across the Middle East and globally, with digital multiplier effects. This study will examine the evolving doctrine of “electronic jihad” and its impact on the radicalization of Muslims in Western diaspora communities The study describes Internet-based websites that served as online libraries and repositories for jihadist literature, as platforms for extremist preachers and as forums for radical discourse. Furthermore, the study will then detail how Internet connectivity has come to play a more direct operational role for jihadi terrorist-related purposes, most notably for inciting prospective cadres to action; for recruiting jihadist operatives and fighters; for providing virtual training in tactical methods and manufacture of explosives; for terrorism financing; and for actual planning and preparations for specific terror attacks. Whereas contemporary jihadist militants may be shifting from the World Wide Web to social media, such as Facebook, YouTube, and Twitter for messaging and communications, nevertheless the Internet-based electronic jihad remains a significant catalyst for promoting jihadist activism and for facilitating terrorist operations.

Using a combination of traditional websites, mainstream social media platforms, YouTube, and other online services, extremists broadcast their views, provoke negative sentiment toward enemies, incite people to violence, glorify martyrs, create virtual communities with like-minded individuals, provide religious or legal justifications for violent actions, and communicate individually with new recruits to groom them for violent activities. This paper proposes the implementation of community policing principles in the development of strategies for countering online extremist propaganda. One of the key components of community policing is citizen engagement. This involves identifying ways the community can become involved in addressing various types of crime and disorder, including online appeals by violent extremists. Community members surf the Internet and participate on social media, where they may encounter extremist messages, appeals, and strategies. They can become sources of information about what is occurring on the Internet regarding how violent extremists are using the Internet. Police agencies should make an effort, through agency websites and social media, to encourage citizens to report extremist activity on the Internet.
