Drawing on English and Arabic Islamic State (IS) communiqués produced by its central media units, wilayat information offices and broader supporter base, this study examines the strategic logic of IS information operations (IO). It argues that the overarching purpose of IS’s IO campaign is to shape the perceptions and polarise the support of audiences via messages that interweave appeals to pragmatic and perceptual factors. Pragmatic factors—such as security, stability and livelihood—are leveraged in IS messaging by promoting the efficacy of its politico-military campaign and denigrating its enemies’ efforts via rational-choice (logic of consequence) appeals. Perceptual factors—which are tied to the interplay of in-group, Other, crisis and solution constructs—are leveraged via identity-choice (logic of appropriateness) appeals that frame IS as the champion of Sunni Muslims (the in-group identity), its enemies as Others complicit in Sunni perceptions of crisis, and IS as the only hope for solving this malaise. With this approach, IS seeks to resonate its message across a diverse ‘glocal’ constituency and supercharge supporters towards action. IS simultaneously targets its enemies with messaging that manipulates the inherent dualities underlying perceptual and pragmatic factors, vigorously counters criticisms and ‘baits’ opponents into ill-conceived IO responses.

At a time when ISIS exploits social media to spread its ideology and gain new recruits, Monika Bickert, the head of global policy management at Facebook, explains how her team removes content that promotes violence and terrorism. Bickert, a former federal prosecutor, describes Facebook’s efforts to use “counter-speech” to fight hateful and extremist ideologies.

In the vicinity of open space, some authors have called the “dark web” the perfect “breeding grounds” for generating conditions for seeds of extremism to thrive and grow. The perceived anonymity and vast information databases found here present a perfect incubator for terrorist activity. Academics and policymakers alike are as well convinced that such an open space filled with recruiter masterminds is perfectly adept at embracing the unadoptable, unconventional, or socially unfit into terrorist or jihadi organizations.

Nevertheless, regardless of organizations, modernization and adoption of new technological methods in which one can obtain ideas and information, many individuals are still and to a great extent, influenced by face-to-face interactions. Intimate environments of a religious institution, somewhat of a home-like feeling in community gathering center, can equally impact a person, as can the internet and its vast informational influence.

For the reason of contributing to understand the radicalization in the Global Village, this article will examine differences in online and in-person radicalization and illustrate it with some examples and attempt to make a comparison between two different exposures to information and its effects on young individuals.

The emergence and actions of the so-called Islamic State
of Iraq and the Levant (ISIL/ISIS) has received widespread
news coverage across the World, largely due to their capture
of large swathes of land across Syria and Iraq, and the
publishing of execution and propaganda videos. Enticed by
such material published on social media and attracted to the
cause of ISIS, there have been numerous reports of individuals
from European countries (the United Kingdom and France
in particular) moving to Syria and joining ISIS. In this paper
our aim to understand what happens to Europe-based
Twitter users before, during, and after they exhibit pro-ISIS
behaviour (i.e. using pro-ISIS terms, sharing content from
pro-ISIS accounts), characterising such behaviour as radicalisation
signals. We adopt a data-mining oriented approach
to computationally determine time points of activation (i.e.
when users begin to adopt pro-ISIS behaviour), characterise
divergent behaviour (both lexically and socially), and quantify
influence dynamics as pro-ISIS terms are adopted. Our
findings show that: (i) of 154K users examined only 727 exhibited
signs of pro-ISIS behaviour and the vast majority of
those 727 users became activated with such behaviour during
the summer of 2014 when ISIS shared many beheading
videos online; (ii) users exhibit significant behaviour divergence
around the time of their activation, and; (iii) social homophily
has a strong bearing on the diffusion process of proISIS
terms through Twitter.

This Research Paper aims to analyse in depth the global propaganda strategy of the so-called “Islamic State” (IS) by looking at the methods through which this grand strategy is carried out as well as the objectives that IS wants to achieve through it. The authors first discuss IS’ growth model, explaining why global expansion and recruitment of foreign fighters are pivotal to IS success. Having in mind this critical role, the authors then explore the narratives and themes used by the group to mobilise foreign fighters and jihadists groups. Third, the paper analyses how IS deploys its narratives in those territories where it has established a foothold. Fourth, it outlines IS’ direct engagement strategy and how it is used to facilitate allegiance of other jihadist groups. The final section of the paper offers a menu of policy options that stakeholders can implement to counter IS’ global propaganda efforts.
