This briefing outlines research uncovering thousands of users viewing extremist content in Arabic language across mainstream social platforms including Facebook and YouTube. The findings emerged as world leaders, policymakers, and technology companies gathered in Jordan earlier this month to discuss counter-terrorism and extremism as part of the Aqaba Process and the convening of the Global Internet Forum for Countering Terrorism (GIFCT).

Researchers identified:

• More than 77 pieces of Arabic content promoting influential Islamist extremists from al-Qaeda, the Islamic State of Iraq and Syria (ISIS) as well as affiliates for both organizations, and precursors to both groups on both YouTube and Facebook;
• More than 275,000 users have watched the videos on both Facebook and YouTube;
• The research finds evidence of Islamist extremist supporters sharing content between sites, spreading the content further than their primary YouTube Channels and/or Facebook pages and groups. Approximately 138 individual users have shared links from the YouTube to their networks on Facebook.

As we seek to broaden and diversify our membership, and as the nature of terrorist and violent extremist activity online evolves, GIFCT must focus on developing rights-based technical solutions that are thoughtful, practical, and scalable. In our view, hash-sharing is an innovative and important first step in GIFCT’s efforts to share information among member companies and thereby promote more effective content moderation. But hashsharing is only one piece of the puzzle. When it comes to technical solutions and industry collaboration to address terrorist and violent extremist exploitation of the internet, much more remains to be done. GIFCT looks forward to working with our diverse stakeholder community to advance this collaborative effort in service of a safer and more open internet
and world.

This article claims that the visual image contributes to, reflects and supports the dominant discourse of two powerful armed groups that have operated in Iraq and Syria: the US military and the Islamic State (IS). This research uses multimodal discourse analysis to explore two crucial insights into the ideological power of the visual image: the power of the image as spectatorship or spectacle and the sublime or transcendental nature of the visual image. The authors conclude that US and IS recruitment and propaganda videos share these two crucial ideological elements: pride in the spectacle of their military power, discipline and technologies, and sublime commitment to the act of killing and dying for the cause. In this sense, the US military and IS are brothers in arms.

This publication of SEARCCT’s Selection of Articles (SOA) 2023 Special Issue: “Building Digital Resilience in Preventing and Countering Violent Extremism (PCVE)” aims at providing an all encompassing overview of the inaugural SEARCCT’s International Conference 2023 (S.I.C.) 2023 proceedings, which was held from 13 to 15 June 2023 in Kuala Lumpur. The publication also includes articles authored by esteemed speakers and moderators of the conference and other subject-matter experts in the field.

This research employs the concept of social capital to compare the efforts that a range of tech companies have claimed to take to counter polarization and extremism and build resilience on their platforms. The dataset on which our analysis is based is made-up of a purposive sample of official blog posts from three ‘older’ (i.e., Facebook, Twitter, YouTube) and three ‘newer’ (i.e., TikTok, Discord, and Telegram) technology platforms. The selected posts focused on companies’ efforts to make their platform safer, build community resilience, counter violent extremism and/or polarization, or mentioned related topics such as countering hate organizations, radicalization, or misinformation. Revealed were seven themes incorporating, to a greater or lesser extent, the three main types of social capital (i.e., bonding, bridging and linking). These themes were granting user powers, strengthening existing communities, provision of information and education, building community, enhancing user rights, keeping users safe, and building trust and relationships with users. Analysis of these showed that while creation of all three types of social capital was apparent, similar to previous studies, bridging capital dominated here too; while there were some discrepancies between social capital generating activities and their framings on ‘older’ versus ‘newer’ platforms, other factors, including platform size and company values are likely to be equally or more important; and, finally, that companies attempts at generating online social capital can have negative as well as positive impacts with regard to countering polarization and extremism.
