Drawing on English and Arabic Islamic State (IS) communiqués produced by its central media units, wilayat information offices and broader supporter base, this study examines the strategic logic of IS information operations (IO). It argues that the overarching purpose of IS’s IO campaign is to shape the perceptions and polarise the support of audiences via messages that interweave appeals to pragmatic and perceptual factors. Pragmatic factors—such as security, stability and livelihood—are leveraged in IS messaging by promoting the efficacy of its politico-military campaign and denigrating its enemies’ efforts via rational-choice (logic of consequence) appeals. Perceptual factors—which are tied to the interplay of in-group, Other, crisis and solution constructs—are leveraged via identity-choice (logic of appropriateness) appeals that frame IS as the champion of Sunni Muslims (the in-group identity), its enemies as Others complicit in Sunni perceptions of crisis, and IS as the only hope for solving this malaise. With this approach, IS seeks to resonate its message across a diverse ‘glocal’ constituency and supercharge supporters towards action. IS simultaneously targets its enemies with messaging that manipulates the inherent dualities underlying perceptual and pragmatic factors, vigorously counters criticisms and ‘baits’ opponents into ill-conceived IO responses.

This paper is a review of how information and insight can be drawn from open social media sources. It focuses on the specific research techniques that have emerged, the capabilities they provide, the possible insights they offer, and the ethical and legal questions they raise. The relevance and value of these techniques are considered for the purpose of maintaining public safety by preventing, pursuing, protecting and preparing against terrorism.

It is only a matter of time before terrorists begin routinely using Twitter, Instagram, and other services in ongoing operations. We have already seen this in a limited manner from al-Shabaab, which tweets its #JihadDispatches on recent battles. But those delivery mechanisms are unlikely to replace the forums as the main environment for conversation and information distribution among jihadis. Twitter and the like provide a more public platform than a password-protected forum, but one critical utility of forums for jihadis is the ability to have relatively private conversations.

In June 2014 the organisation known as ‘Islamic State’ (IS) announced the establishment of a 680km Syrian and Iraqi Caliphate. Since this time, it has exercised large scale massacres of Middle Eastern civilians, executed foreign prisoners, and forced dissenters into sexual and economic slavery (Lister, 2014: 17). To sustain its operational strength and acquisition of territory, the organisation replenishes its expendable armed forces by attracting foreign fighters using propaganda via online communications. Around 22,000 foreign fighters are currently estimated to have travelled to Syria and Iraq to fight for IS (Stern, 2015: 68), and this is number likely to increase in the immediate future. It is also increasingly noted that through online media, IS encourages returned foreign fighters and ‘homegrown’ sympathisers in countries outside of Iraq and Syria to execute attacks on civilian populations. The internationalisation of the threat posed by IS became starkly apparent in 2015 following IS-inspired and in some cases IS-directed attacks on countries including Tunisia, Turkey, Lebanon, France and Indonesia.

Hiding true personality behind a facade is one of the basic
tricks adopted by humans who live double lives for illegal purposes. In
particular terrorists have historically adopted the protocol of a facade
behaviour coupled with a second life consisting mainly in illegal activities
and their planning.
Nowadays a few cases of behaviours that hide a dangerous activity, possibly
illegal, behind an apparently neutral and mean public person, can
be replicated, and sometimes just provided, by a social network pro-
file. Recognizing that a social network profile is fake, in some extreme
cases, a bot, and determining the contour relationships that limit such a
condition is one of the most important weapons for terrorism fight.
In this paper we show that what we name the Spider-man protocol, a
set of behaviour rules that bring to hiding a personality behind a facade,
has several weaknesses, and it is prone to a set of attacks that permit to
detect these behaviours. We provide the description of an experimental
architecture that is used for determining violations of the protocol, and
therefore breaches in the secrecy of the individual protection settled by
the terrorists.
