Il Consiglio nazionale per il digitale è stato interpellato riguardo all’articolo 9 del progetto di legge
mirante a rafforzare le disposizioni relative alla lotta contro il terrorismo. Tali disposizioni modificano
l’articolo 6 della Legge del 21 giugno 2004 intesa a promuovere la fiducia nell’economia digitale (LCEN),
prevedendo il blocco da parte dell’autorità amministrativa dei siti responsabili della diffusione di frasi o
immagini che incitano a commettere atti di terrorismo o ne fanno l’apologia. Esse ampliano altresì il
campo degli strumenti di notifica imposti ai provider.
Nell’intento di esprimere un parere il più possibile informato, il Consiglio nazionale per il digitale ha
proceduto ad una quindicina di audizioni che hanno riunito esperti di terrorismo (sociologi, giornalisti,
rappresentanti di associazioni), magistrati e avvocati specializzati nel settore, rappresentanti della
società civile, membri dei servizi di informazione e professionisti dell’ambito digitale (l’elenco completo è
disponibile in allegato).

The growing scholarship on ethnic diasporas has prompted various off-shoots. Two significant directions are the relationship of diasporas with globalisation and their role in the expansion and radicalisation of ethnic conflict. The corporate enthusiasm of the 1990s for globalisation has been followed by sombre reflections on its destructive impact upon a vast array of areas, including inter-ethnic relations worldwide. This article explores one crucial aspect of this wave of disruption*the rapid expansion of radical forms of long-distance nationalism, often leading to a stress on maximalist goals and an abdication of responsibility. It conceptually distinguishes between stateless diasporas and diasporas that conceive themselves as tied to, and represented by, an existing ‘nationstate’. Examples include ethnic lobbies from the former Yugoslavia, greater Han xenophobia among overseas Chinese, and Hindutva technocratic chauvinism among Hindu-Americans. Finally, the article identifies the onset of ‘online mobbing’ or ‘cyber bullying’ as a new and ominous trend in Internet radicalism.

The acceleration of the historical tempo and the move from hierarchical to networked conceptions of power is disintegrating the mechanisms of control and political representation at the disposal of the state. The upshot of this is that ‘resistance confronts domination, empowerment reacts against powerlessness, and alternative projects challenge the logic embedded in the new global order’ (Castells 1997, 69). These reactions and mobilisations, often take ‘unusual formats and proceed through unexpected ways’ (Castells 1997, 69). This chapter deals with one such alternative project. It is a preliminary empirical analysis of the adoption by the Lebanese-based terrorist group Hizbollah (Party of God) of a strategy of cybercortical warfare. In his introduction to the Vintage edition of Covering Islam (1997), Edward Said refers to the ‘information wars that have gone on since 1948 around the whole question of the Middle East’ (p. xxi). He is particularly concerned with the way in which Hizbollah ‘who identify themselves and are perceived locally as resistance fighters’ are ‘commonly referred to in the American media as terrorists’ (p. xiii). Hizbollah are one of a number of groups that have utilized the Internet ‘to produce and articulate a conscious and forceful self-image’ (Said: 66) of themselves not as terrorists, but as resistance fighters and statesmen. The major focus of this chapter is the way in which Hizbollah have wielded the Internet as a weapon in their information war. As will be demonstrated, the group’s collection of Web sites is targeted not at Lebanese or Palestinian audiences, but at the Israeli population and global publics. For this reason, the chapter represents a case study of the possibilities of the new technology, discussed and defined by this chapter as ‘cybercortical warfare’.

Both global governance and the sub-set of issues that may be termed ‘internet governance’ are vast and complex issue areas. The difficulties of trying to ‘legislate’ at the global level – efforts that must encompass the economic, cultural, developmental, legal, and political concerns of diverse states and other stakeholders – are further complicated by the technological conundrums encountered in cyberspace. The unleashing of the so-called ‘Global War on Terrorism’ (GWOT) complicates things yet further. Today, both sub-state and non-state actors are said to be harnessing – or preparing to harness – the power of the internet to harass and attack their foes. Clearly, international terrorism had already been a significant security issue prior to 11 September 2001 (hereafter ‘9/11’) and the emergence of the internet in the decade before. Together, however, the events of 9/11 and advancements in ICTs have added new dimensions to the problem. In newspapers and magazines, in film and on television, and in research and analysis, ‘cyber-terrorism’ has become a buzzword. Since the events of 9/11, the question on everybody’s lips appears to be ‘is cyber-terrorism next?’ It is generally agreed that the potential for a ‘digital 9/11’ in the near future is not great. This does not mean that IR scholars may continue to ignore the transformative powers of the internet.
