Brazil represents a major market for online platforms. It is the leading country in terms of internet use in South America, and a key market for Facebook and WhatsApp. WhatsApp’s popularity and the online disinformation campaigns that have been coordinated on the platform are essential to understand Brazil’s approach to online regulation. The messenger app has been accused of being used “for the dissemination of fake news”, whilst critics of the “fake news” bill have said that it served as a “standard” for new regulation in the country based on the app’s existing limitations on forwarding messages and group size.

Harmful and illegal online content have been regulated in Australia since the late-1990s via the Broadcasting Services Amendment (Online Services) Act of 1999, which established the legislative framework for online content regulation in the country.

Online radical Islam is a topic widely studied by scholars and notoriously discussed among non- experts as well (; ; ). Because of its intrinsic characteristics (i.e. accessibility, anonymity, or users’ identity dissimulation), the internet has always been a useful tool for propagandists of Islamic fundamentalism (; ; ). However, in the last decade, studies have questioned the real importance and magnitude of Islamic radicalization online (). In fact, while scholars were focused on observing digital Islamic radicalization, a galaxy of new forms of extremism was growing online (; ) that no longer made Islam an exceptional case study. Today, Muslim people are one of the groups most aggressively targeted by extremist, intolerant, violent, and radical discourses (; Amnesty International, ). Anti-Muslim hate speech has spread online throughout Europe and the United States, reinforced by the propaganda and political discourse of populist right-wing parties (; ). This paper introduces some large-scale action-research projects developed in Europe and Italy in the last three years (2016–2019) and aims to reconstruct the most updated Islamophobia state of the art in terms of numbers, characteristics, and phenomenology from the offline to the online context.

In this Perspective, the authors introduce a framework for internet users to categorize the virtual platforms they use and to understand the likelihood that they may encounter extreme content online. The authors first provide a landscape of the online extremist “ecosystem,” describing how the proliferation of messaging forums, social media networks, and other virtual community platforms has coincided with an increase in extremist online activity. Next, they present a framework to describe and categorize the platforms that host varying amounts of extreme content as mainstream, fringe, or niche. Mainstream platforms are those for which only a small portion of the content would be considered inappropriate or extreme speech. Fringe platforms are those that host a mix of mainstream and extreme content—and where a user might readily come across extreme content that is coded or obscured to disguise its violent or racist underpinning. Niche platforms are those that openly and purposefully cater to an extreme audience.
