This article explores hate speech against the Roma in Slovakia on Facebook between April 2016 and January 2017 and the impact of fact-checking and personal experience strategies in countering hate speech through a quasi-experimental research design. It examines how the Roma were constructed and how discussion participants reacted to our pro-Roma interventions. The research sample consisted of 60 Facebook discussions (with more than 7,500 comments) on Roma-related topics posted by the profiles of various members of the Slovak Parliament and the most popular online news media outlets. Qualitative content analysis revealed that the Roma in Facebook discussions were constructed primarily in a negative sense, as asocial criminals misusing welfare benefits. This study demonstrated that Facebook discussion participants presenting anti-Roma attitudes did not use any research evidence to support their constructions. It also demonstrated that pro-Roma comments encouraged other participants with a pro-Roma attitude to become involved.

Countering the militancy in Kashmir has become a highly challenging task due to the exploitation of new information and communication technology by insurgent groups. The battlefield is now a multidimensional one, encompassing both physical territory and cyberspace. The overall capabilities of insurgents have been enhanced by tools in cyberspace that are inexpensive, ever more sophisticated, rapidly proliferating, and easy to use. Militants are systematically exploiting the Internet to generate moral support, recruit personnel, and transmit propaganda, leading to the further militarisation of the Kashmiri youth. This paper examines the potentially disastrous consequences of the use of cyberspace by an already strong insurgency in Kashmir. The objective is to understand the most effective means to counter the cyber dimension of the Kashmir insurgency.

A strategy to counter violent radicalisation on the Internet must be user driven, empowering Internet users with “cultural intelligence”. Cultural intelligence is essentially shorthand for an understanding of the key pillars of, and vulnerabilities inherent in, militant Islamist rhetoric. What this report calls “Enabling Stakeholders”, such as schools, and religious and community organisations, can disseminate this knowledge, thereby empowering Internet users to choose whether and how to challenge the call to violence.

The opportunities afforded by the Internet greatly overshadow the challenges. While not forgetting this, we can nevertheless still address some of the problems that arise. Hate speech online is one such problem. But what exactly is hate speech online, and how can we deal with it effectively? As with freedom of expression, on- or offline, UNESCO defends the position that the free flow of information should always be the norm. Counter-speech is generally preferable to suppression of speech. And any response that limits speech needs to be very carefully weighed to ensure that this remains wholly exceptional, and that legitimate robust debate is not curtailed. A typology of responses is elaborated in this study.

Exploring the ‘dark side’ of digital diplomacy, this volume highlights some of the major problems facing democratic institutions in the West and provides concrete examples of best practice in reversing the tide of digital propaganda. Digital diplomacy is now part of the regular conduct of International Relations, but Information Warfare is characterised by the exploitation or weaponisation of media systems to undermine confidence in institutions: the resilience of open, democratic discourse is tested by techniques such as propaganda, disinformation, fake news, trolling and conspiracy theories. This book introduces a thematic framework by which to better understand the nature and scope of the threats that the weaponization of digital technologies increasingly pose to Western societies. The editors instigate interdisciplinary discussion and collaboration between scholars and practitioners on the purpose, methods and impact of strategic communication in the Digital Age and its diplomatic implications. What opportunities and challenges does strategic communication face in the digital context? What diplomatic implications need to be considered when governments employ strategies for countering disinformation and propaganda? Exploring such issues, the contributors demonstrate that responses to the weaponisation of digital technologies must be tailored to the political context that make it possible for digital propaganda to reach and influence vulnerable publics and audiences.
