The US electricity infrastructure uses Industrial Control Systems (ICS) to oversee its operations. These systems are connected online for better efficiency, making them susceptible to cyberattacks. Current research has extensively addressed ICS vulnerabilities that can be exploited by cybercriminals. Vulnerabilities, however, are only one of the many factors influencing offender decision-making in cyberattacks. Furthermore, numerous conceptions of threats, vulnerabilities, and consequences exist, which further complicate ICS security assessments. This exploratory study therefore has two main goals. First, it seeks to compare industry and hacker perceptions on electricity ICS threats, vulnerabilities, and consequences. Second, it seeks to identify a broader set of factors that influence offender decision-making in ICS cyberattacks.

The digital era of information technology appears to be a new space and place for the Indonesian Shiite communities to express their existence and conceal their “cloak” in the country.. Internet, websites, Facebook pages, Blog spots, and Twitter are tilized by these Shiite followers and supporters to show their presence, activities, interactivity, and thoughts about Islam. Responding to those Shia media, the anti-Shia movements such as the fundamentalist Sunnis, the Wahabi-Salafi’s, the Wahabi-Takfiri’s supporters have created their online publications and fan pages to counter those Shia’s publications. The online media battles on sectarianism issue then have sparked in the cyberspace of Indonesia in the last three years. Using a critical cultural studies tradition and textual approach, this study tries to examine the rise of Shia and anti-Shia online media as well as the meanings and contexts in which violent actions occurred amongst the Sunni-Shia Muslim communities on it. This paper also attempts to look closely at the way the media writes, covers, and build opinions and attitude to inform and provoke the public.

Drawing from ethnographic and documentary data, this article examines the character of the social spaces that white power movement (WPM) activists create on the Internet and the linkages to their real world activism. Specifically, we explain how white power activists use cyberspace as a free space to create and sustain movement culture and coordinate collective action. The WPM’s cyberpresence intersects with and enhances their real world activities by offering multiple opportunities for access and coordination. Virtual contact with the WPM community offers members social support, companionship, and a sense of belonging to a community of Aryan believers. We argue that real and virtual spaces are not completely separate spheres but rather closely inter-twined. Consequently, virtual spaces provide an opportunity to parallel and extend the type of interaction present in real world free spaces that are so critical to nurturing and sustaining white power movement culture. Cyberspace is being used to connect all sorts of people, yet the character of those connections is unclear. Some observers argue that cyberspace is a new place of assembly where real world social communities can be established, sustained, or renewed as virtual communities. In The Virtual Community (1993), Howard Rheingold argues the Intemet introduced a new form of community that can help bring people together on-line around shared values and interests, and create ties of support that extend their real world collective interaction. This paper presents the first criminological analysis of an online social reaction to a crime event of national significance, in particular the detection and propagation of cyberhate on social media following a terrorist attack. We take the Woolwich, London terrorist attack in 2013 as our event of interest and draw on Cohen’s process of warning, impact, inventory and reaction to delineate a sequence of incidents that come to constitute a series of deviant responses following the attack. This paper adds to contemporary debates in criminology and the study of hate crime in three ways: (1) it provides the first analysis of the escalation, duration, diffusion and de-escalation of cyberhate in social media following a terrorist event; (2) it applies Cohen’s work on action, reaction and amplification and the role of the traditional media to the online context and (3) it introduces and provides a case study in ‘computational criminology’.

Cyberhate: The Far Right in the Digital Age explores how right-wing extremists operate in cyberspace by examining their propaganda, funding, subcultures, movements, offline violence, and the ideologies that drive it. Scholars and practitioners from a wide range of disciplines and professions including criminal justice, psychology, cybersecurity, religion, law, education, and terrorism studies contribute to provide an extensive analysis of the far-right online political landscape. Specific topics include laws surrounding cyberhate, propaganda, bitcoin funding, online subcultures such as the manosphere, theories that explain why some take the path of violence, and specific movements including the alt-right and the terroristic Atomwaffen Division. Relying on manifestos and other correspondence posted online by recent perpetrators of mass murder, this book focuses on specific groups, individuals, and acts of violence to explain how concepts like “white genocide” and incel ideology have motivated recent deadly violence.

This paper presents a review of intervention programmes against cyberhate. Over the last decade, the preoccupation over the use of electronic means of communication as a tool to convey hate, racist and xenophobic contents rose tremendously. NGOs, legal professionals, private companies, and civil society have developed interventions but little is known about their impact. For this review we followed the method and protocol from the guidelines from the Cochrane Collaboration Handbook for Systematic Reviews and the Campbell Collaboration Crime and Justice guidelines. The review identified three key intervention areas: law, technology and education through the empowerment of the individuals under the form of counter-speech. No specific intervention towards aggressors was found and most projects focus on prevention or victims through confidence building and skills learning to speak out, report and potentially react in an appropriate way. We did not find any rigorously assessed interventions, which highlights a gap in research and stresses the need for this type of studies. The evaluation of effectiveness of interventions needs to be included in the near future research agenda. Up to now, although intentions are good, we have no evidence that the steps that are undertaken are effective in preventing and reducing cyberhate.
