This report reviews recent literature on youth recruitment to criminal, terror, and hate organizations within the context of Meta’s Tier system to help understand the dynamics of youth recruitment into Tier 1 DOIs and provide actionable insights for platforms’ efforts to enforce against content and actors involved in DOI recruitment. A case study from each DOI category is provided to highlight the recruitment processes at stake; these are the Islamic State, 764, and cartels. Finally, recommendations for on-platform prevention campaigns and approaches are provided.

In recent years, terrorism and radicalization have been a consistent issue that many countries have faced. The Islamic State of Iraq and Syria (ISIS) has been the most recent in a long trail of organizations that have sought to strike terror against the western world. However, ISIS is distinguished from other groups, like Al-Qaeda, in that ISIS supports a complex propaganda machine. Although ISIS is not the first organization to use the social media platform, they are the first to use it with such diversity. The two main channels that ISIS uses to spread their propaganda messages are through social media sites such as Twitter and through online journals such as the Dabiq. Recent research has attempted to determine how recruitment messages are being received and which messages trigger recruitment. It is the goal of this paper to determine which messages are salient, and the psychological constructs that support them. By coding messages for appeals to identity, need for cognitive closure, time pressure, and appeals to ideology, the researchers expect that the two main channels of ISIS propaganda differ in their messages. We hypothesize that Twitter messages will be targeted towards novice ISIS sympathizers, whereas the Dabiq will be focused on already-radicalized individuals who have moved past the introduction of the radical ideology.

There is an increasing threat posed by terrorism in modern day, and with the internet enabling new ways of disseminating online terrorist propaganda, audiences and support for terrorist groups are growing. The complex linkage between society and technology is become ever more critical as the world continues to shift more day-to-day life online, and this notion has increased greatly during the coronavirus global pandemic where online platforms have become an essential aspect for communicating. The spread of online terrorist propaganda has sparked concerns about the governance of Internet. However, Internet governance is multifaceted, complex and can be examined through various lenses. This paper argues that there is a need for a socio-technical perspective, exploring the inextricable linkages between societies and technology, on Internet governance. Focusing on the UK’s approach to governing terrorist propaganda, the paper highlights the strengths and limitations of the model of national law and regulation.

With the exponential development of the virtual environment and social networks, radical elements have managed to promote and disseminate their radical ideas, in less time, to a wider and more diversified audience than in the past. This aspect has caused a shift of radicalization processes from the offline environment to the online environment, turning online radicalization into one of the biggest security challenges. This paper aims to (1) provide an insight into the hypothesis according to which the live-streaming of terrorist attacks in recent years could become a new radicalization mechanism, perhaps generating a new trend and (2) identify the elements and dynamics that determine attackers to use live-stream platforms at the time of the terrorist attack. The article proposes an analysis of the current theoretical framework that combines the brief analysis of the main models of online radicalization, highlighting the elements that could underlie a new radicalization model focused on live-stream/copycat terrorist attacks. In this article we aim to answer the following research question: can live-streaming represent a new mechanism of radicalization?
