The presidency of Donald Trump was marked by a period of populist and sometimes extremist right-wing policies and rhetoric, and an escalation of ‘culture wars’ between the left and right in politics and society. He also gained the devoted support of numerous right-wing and so-called alt-right groups, such as QAnon, a conspiracy theory group that first emerged in 2017. This paper takes the novel approach of exploring the existence of a moral panic having formed around the activities of QAnon itself. I suggest that the current regulatory discourses around QAnon are flawed, with insufficient attention being paid to a wider range of extremist groups in assessing how to regulate extremist speech and action.

This joint report by the Institute for Strategic Dialogue (ISD) and the Combating Terrorism Center (CTC) at West Point offers a preliminary survey and analysis of one of the largest known online repositories of Islamic State materials in order to increase understanding of how violent extremist groups and their supporters manage, preserve, and protect information relevant to their cause. Seemingly managed by sympathizers of the Islamic State, the large cache of digital files, here nicknamed the “Cloud Caliphate,” provides researchers, policymakers, and counterterrorism practitioners additional insights into how and why groups and their adherents maintain archives of such material.
The core analysis breaks into seven different parts. After reviewing the likely origins of the repository, the first section describes its composition, and the second discusses evidence concerning cyber support from other online actors. Sections three through six explore specific folders within the archive, which pertain to matters concerning the Islamic State’s organizational predecessors and a range of notable leaders, ideologues, and scholars. Section seven of the report highlights a real-world case involving the use of the “Cloud Caliphate” archive by an Islamic State supporter. The report concludes with a reflective discussion that notes potential policy considerations for those tasked with confronting the Islamic State’s exploitation of information and communications technologies.

In the space of 36 minutes on March 15, 2019, it is alleged that Brenton Tarrant, an Australian far-right extremist, fatally shot 51 people in two mosques in Christchurch in the deadliest terrorist attack in New Zealand’s history. What was unique about Tarrant’s attack—at least insofar as extreme-right terrorism is concerned—is that he livestreamed his atrocity on Facebook and in doing so, highlighted the Achilles heel of such platforms when faced with the viral dissemination of extremely violent content.

This thesis examines extremist Muslim narratives, discourse, and ideologies over the internet by using content analysis to thematically delineate and reconstruct them for the purpose of discovering the argumentation mechanisms through which they become persuasive and appealing. The research problem is that dominant theories in social sciences and popular literature create ‘taken for granted’ inferences that relegate extremist ideologies and narratives to the realm of structural contingencies, psychological pathologies, emotive appeal, manipulated religious ideologies, peculiar and unique rationalities or group dynamics. This thesis hypothesizes instead of the existence of a `logical structure` in extremist Muslim narratives. This logical structure is predicated on rationally persuasive arguments (which employ epistemic and instrumental rationality coupled with inductive/deductive reasoning) that appeal to any rational individual but are ultimately leveraged on for morally wrong end-state choices. Unfortunately much of the counter-narratives today seldom address this logical structure and choose to address the more traditional explanations cited above. Themes and argumentation mechanisms stemming from an examination of extremist Muslim narratives in this study demonstrate the presence and workings of this logical structure.
