President Obama reiterated his promise to destroy the virulent Islamic State Tuesday while talking about the Orlando mass shooting — and how gunman Omar Mateen, a U.S. citizen, may have been radicalized by online extremist propaganda. NewsHour producer P.J. Tobia reports on U.S. efforts to win the hearts and minds that the terrorists are trying to co-opt on the Internet.

This article provides a case study analysis of social reactions to the murder of Fusilier Lee Rigby in 2013. Informed by empirical data collected by systematic monitoring of social media platforms, the analysis identifies a number of online behaviours with offline effects—labeled the ten “Rs”—that collectively constitute the process of social reaction to the crime. These are defined as: reporting; requesting; responding; recruiting; “risking”; retaliating; rumouring; remembering; reheating; and “resiliencing”. It is argued that the ability to observe these behaviours through the application of qualitative social media analysis has considerable potential. Conceptually, the analysis provides new insight into the complex and chaotic processes of sense-making and meaning attribution that arise in the aftermath of terrorist attacks. It illuminates how patterns of social reaction on social media are nuanced and complicated, with different segments of the public interpreting the same developments very differently. In addition, the findings and the conceptual framework outlined have implications for policy and practice development in terms of establishing a more effective and evidence-based approach to the consequence management of “post-event” conflict dynamics and social reactions.

The United States is losing the information war to terrorists like ISIS and Hezbollah. Earlier this year, the administration rebranded the office responsible for counter messaging, but little seems to have changed. A strong, effective information offensive to counter the violent ideology being pushed by ISIS and other terrorists is long overdue. This hearing will give members an opportunity to press the administration’s top public diplomacy official on how the U.S. can be more effective.

This study discusses different media strategies followed by the Islamic State in Iraq and Syria (ISIS). In particular, the study attempts to understand the way ISIS’s video game that is called “Salil al-Sawarem” (The Clanging of the Swords) has been received by the online Arab public. The article argues that the goal behind making and releasing the video game was to gain publicity and attract attention to the group, and the general target was young people. The main technique used by ISIS is what I call “troll, flame, and engage.” The results indicate that the majority of comments are against ISIS and its game, though most of the top ten videos are favorable towards the group. The sectarian dimension between Sunnis and Shiites is highly emphasized in the online exchanges, and YouTube remains an active social networking site that is used by ISIS followers and sympathizers to promote the group and recruit others.

Is it possible to guarantee users online safety while also guaranteeing the right to freedom of expression? If there are limits to be placed on speech, who decides? In her keynote lecture of the VOX-Pol summer school on topics in violent online political extremism hosted by the Center for Media, Data and Society at the CEU School of Public Policy, Jillian C. York examines these questions, and looks at the current state of freedom of expression on the Internet, as well as the grave threats it faces. Jillian C. York is a writer and activist focused on the intersection of technology and policy. Based in Berlin, she serves as the Director for International Freedom of Expression at the Electronic Frontier Foundation, where she works on issues of free expression, privacy, and digital security. Jillian is also a fellow at the Center for Internet & Human Rights at the European University Viadrina, and a member of the Deep Lab collective.

With the rise of Islamic State of Iraq and Syria (ISIS), the issue of domestic radicalisation has taken on renewed significance for Western democracies. In particular, attention has been drawn to the potency of ISIS engagement on social media platforms like Twitter and Facebook. Several governments have emphasised the importance of online programs aimed at undermining ISIS recruitment, including the use of state-run accounts on a variety of social media platforms to respond directly to ISIS messaging. This article assesses the viability of online counter radicalisation by examining the effectiveness of similar programs at the US State Department over the last decade. The article argues that
governments attempting to counter online radicalisation of their domestic populations must take seriously the significant shortcomings of these State Department programs. The most relevant issue in this regard is the recurring problem of credibility, when the authenticity of government information is undercut by the realities of foreign policy practice, and existing perceptions of hypocrisy and duplicity are reinforced in target audiences.
