Tech platforms have been through several regulatory phases concerning the countering of terrorist content on their platforms: from a lack of regulation, to the government demands of self-regulation, to the present day where regulation has been implemented across the world. Much of this regulation, however, has been heavily criticised. After consideration of these criticisms, and research into regulatory approaches in a range of other industries, this article proposes a responsive regulatory approach to countering online terrorist content. Responsive regulation argues that regulation should be responsive to specific industry structure because different structures are conducive to different degrees and forms of regulation. This article categorizes tech platforms based on different compliance issues: awareness and expertise; capacity; and willingness. It then proposes four regulatory tracks in response, in order to try to mitigate the occurrence of these compliance issues.

While the use of the internet and social media as a tool for extremists and terrorists has been well documented, understanding the mechanisms at work has been much more elusive. This paper begins with a grounded theory approach guided by a new theoretical approach to power that utilises both terrorism cases and extremist social media groups to develop an explanatory model of radicalisation. Preliminary hypotheses are developed, explored and refined in order to develop a comprehensive model which is then presented. This model utilises and applies concepts from social theorist Michel Foucault, including the use of discourse and networked power relations in order to normalise and modify thoughts and behaviors. The internet is conceptualised as a type of institution in which this framework of power operates and seeks to recruit and radicalise. Overall, findings suggest that the explanatory model presented is a well suited, yet still incomplete in explaining the process of online radicalisation.

This article exposits and contrasts the roles of two diasporas in ethnic conflict waged in their homelands, namely the Sikh diaspora’s involvement in the Punjab insurgency in north India and the Sri Lankan Tamil diaspora’s role in Sri Lanka’s Tamil insurgency. It draws out the various similarities and distinctions between the two in their use of technology, means of mobilization and identity production, and the geographical and political reach of their institutional arrangements. The article argues that the varying means by which these diasporas came into being affected the ways in which they mobilized and the positions they espoused towards homeland politics. It finds that the abilities of the two diasporas to contribute to events “back home” differed in part because of the scope of their respective institutional arrangements.

„Inspire“ ist ein hochprofessionell gestaltetes Magazin, das bis zu viermal im Jahr von AlQaida im Internet publiziert wird. Das Magazin wird in englischer Sprache veröffentlicht und enthält neben Bombenbauanleitungen im Stile des Do-It-Yourself Trends auch Artikel über die Unterdrückung von Muslimen, Koraninterpretationen oder Erfahrungsberichte aus dem Leben von sogenannten Gotteskriegern. In der vorliegenden Studie wird das Magazin aus einer sozialkonstruktivistischen und wissenssoziologischen Perspektive heraus analysiert, um den Inhalt von „Inspire“ auf Deutungsrahmen hin zu untersuchen. Mit dem Methodenmix aus semantischer Netzwerkanalyse und qualitativer Bild- und Textanalyse wird das Datenmaterial deskriptiv sowie qualitativ-rekonstruktiv erschlossen. Am Ende der Arbeit steht die Rekonstruktion der im „Inspire Magazine“ abgebildeten Deutungsrahmen und ihrer Zusammensetzung zu einem extremistischen Weltbild. Die Bestandteile des Weltbildes wurden in acht Dimensionen unterteilt, sodass dezidierte Aussagen über Zielgruppe und Mobilisierungsmechanismen möglich wurden. Darüber hinaus konnte theoretisch fundiert herausgearbeitet werden, wie das Weltbild konstruiert wird, nämlich über das Freund-Feind Schema, Mechanismen der Unterdrückung, das Bilden einer kollektiven Identität und das Nutzen der Vulnerabilität von Adoleszenz. Diese vier Ansatzpunkte bilden eine mögliche Erklärung für Selbstradikalisierungsprozesse über das Internet.
