Mass transit systems are relied on a daily basis to transport millions of passengers and bring billions of dollars’ worth of economic goods to market. While some forms of mass transit rely on a fuel, electrified railway systems are dependent on the electric grid. The electric grid is becoming more vulnerable to disruptions, due to extreme weather, changing supply and demand patterns, and cyber-terrorism. An interruption to the energy supply of a railway infrastructure can have cascading effects on the economy and social livelihood. Resilient interconnected microgrids are proposed to maintain reliable operation of electri_ed railway infrastructures. An engineering design framework, and supporting methods and techniques, is proposed for an electrified railway infrastructure to be upgraded from its existing form, to one with resilient interconnected microgrids. The sizing of the interconnected microgrids is performed using an iterative sizing analysis, considering multiple resiliency key performance indicators to inform the designer of the trade-o_s in sizing options. Hierarchical control is proposed to monitor and control the interconnected microgrids. A multi-objective problem cast in the tertiary level of control is proposed to be solved using game theory. The proposed designs are modelled and simulated in Simulink. Four case studies of railway infrastructures in Canada and the United Kingdom are used to demonstrate the effectiveness of the proposed designs. While results for each case study vary, resilient interconnected microgrids for railway infrastructures demonstrates a reduced dependence on the electric grid. The examples here are all scalable and can perform within the framework of any available energy system. The results are both extremely impressive and promising towards a more resilient and stable energy future for our railway and other critical infrastructures.

On the heels of reporting that far right extremist militias are once again organizing on Facebook in advance of the 2024 U.S. presidential election, it is urgent for platforms to assess – and immediately act on – threats to the peaceful conduct of elections and the holding and transfer of power.

On March 26th, 2024, a working group of experts met to discuss the relationship between online platforms and election-related political violence. The goal was to provide realistic and effective recommendations to platforms on steps they can take to ensure their products do not contribute to the potential for political violence, particularly in the lead-up and aftermath of the U.S. general election in November, but with implications for states around the world.

Relying on online platforms to “do the right thing” without regulatory and business incentives that reinforce pro-democratic conduct may seem increasingly futile, but we believe there remains a critical role for independent experts to play in both shaping the public conversation and shining a light on where we believe these companies can act more responsibly.

In the wake of the international refugee crisis, racist attitudes are becoming more publicly evident across the European Union. Propelled by the attacks in Köln on New Year’s Eve 2015 and harsher public sentiments on immigration, vigilante gangs have emerged in various European cities. These gangs mobilize through social media networks and claim to protect citizens from alleged violent and sexual attacks by refugees. This article analyzes how racist actors use social media to mobilize and organize street politics targeting refugees/immigrants. The aim is to explore the relation between social media and anti-refugee mobilization in a time of perceived insecurity and forced migration. The study uses the vigilante network Soldiers of Odin as a specific case, looking at (1) how they communicate through social media, (2) how they are represented in the large “alternative” space of right-wing online sites, and (3) how they are represented in traditional mainstream news. Using a critical adaption of Cammaerts’ theory of “mediation opportunity structure,” the article explicates the (inverted) rationale of racist online networks. Using quantitative and qualitative content analysis, both social media content and traditional news media are examined. The results show that although racist actors succeed in utilizing many of the opportunities embedded in social media communication and protest logic, they are also subject to constraints, such as a lack of public support and negative framing in news media. The article calls for more research on the (critical) relationship between uncivil engagement and social media networks.

In recent years, an emerging body of work, centred on specific communicative forms used in facilitating collective and connective action, have contributed to greater understanding of how digital communication relates to social mobilisation. Plenty of these studies highlight the progressive potentiality of digital communication. However, undemocratic actors also utilise the rapid advancement in digital technology. This article explores the online video activism of extreme right-wing groups in Sweden. It analyses more than 200 clips on YouTube, produced by five right-wing extremist organisations. The study shows that the extreme right deploy video activism as a strategy of visibility to mobilise and strengthen activists. Moreover, the groups attempt to alter the perception of (historically-rooted) socio-political identi- ties of the extreme right. Furthermore, YouTube becomes a political arena in which action repertoires and street politics are adapted to the specific characteristics of online video activism. Finally, video activism could be understood as an aestheticisation of politics.

Der 21-Jährige erklärte, zu der Tat habe ihn ein Internetvideo bewogen. Wie soll man in Deutschland mit der Propaganda im Internet umgehen und ihrem radikalisierenden Einfluss entgegensteuern? Sie völlig aus dem Netz zu entfernen ist unmöglich. Ohnehin sollte eine gewisse Anzahl für durchschnittliche Internetnutzerinnen und -nutzer schwer zugänglicher Webseiten toleriert werden, um hier relevante Informationen zu gewinnen.

Bei dem in dieser Studie vorgeschlagenen Konzept sollte die Bundesregierung federführend in Kooperation mit den Landesregierungen vielversprechende Initiativen identifizieren oder anregen, sie finanziell und logistisch fördern und lose, aber effizient koordinieren. Um diesen schwierigen Balanceakt zu bewältigen, sollte eine unabhängige Struktur geschaffen werden, etwa in Form einer Stiftung oder eines Instituts.
