The unprecedented, rapid development of new communication and information technologies, such as the Internet and social media, has enabled wider dissemination of racist and xenophobic content that incites racial hatred and violence. In response, States, international and regional organizations, civil society and the private sector have undertaken a variety of legal and policy initiatives. In the present report, the Special Rapporteur examines the context, key trends and the manifestations of racism on the Internet and social media, and provides an overview of the legal and policy frameworks and the measures taken at international, regional and national levels, as well as some of the regulatory norms adopted by Internet and social network providers. He presents examples of measures taken to respond to the use of the Internet and social media to propagate racism, hatred, xenophobia and related intolerance, while highlighting the overall positive contribution of the Internet and social media as an effective tool for combating racism, discrimination, xenophobia and related intolerance.

U.K. Metropolitan Police Counter-Terrorism Internet Referral Unit (CTIRU) Case Officers (COs) are tasked with identifying, and facilitating the removal of material that breaches the Terrorism Act 2006. COs are extensively and repeatedly exposed to material deemed illegal and harmful (including but not restricted to graphic terrorist and non-terrorist material). However, there is little research on the impact of this work, or how COs manage and mitigate the risks of their roles. Semi-structured interviews reveal the adaptive coping mechanisms that promote good perceived health and wellbeing in CTIRU, as well as areas of concern and improvement.

Since the declaration of the Caliphate in 2014, the Islamic State became a prominent protagonism of contemporary political debate, especially for its unprecedented media flow. Moving from an already vast literature on the topic, the chapter will analyze the video-testaments produced by IS as an internal propaganda format, able to build a sense of community between the fighters and to inspire new generations to join the jihadi effort. After connecting this visual practice with its immediate predecessor (al-Qaeda martyrs’ video-testaments), the chapter will provide an in-depth analysis of these videos, stressing the role of memory and inspiration, as well as their ability to produce a certain narrative of what it means to be a true Muslim.

Countering Al Qaeda and other terrorist groups’ use of the Internet for both organizational purposes and the dissemination of radical propaganda has frequently been conceptualized in terms of a war in a virtual space. This assumption has led to a distorted understanding of how the Internet is relevant to terrorism, and what methods are appropriate for addressing this. In particular, it has led to an overemphasis on action by governments ‘on’ the Internet. This entails moving the ‘fight’ into a terrain in which it cannot easily be won. Better strategies for counteracting the benefits terrorists draw from the Internet might proceed from instead drawing on governments’ overwhelmingly greater power over matter and physical space, and their ability to shape agendas across the complete spectrum of media.
