At the dawn of mass access to the internet, Douglas Rushkof wrote Cyberia: Life in the Trenches of Hyperspace. In his book, he observed a very special moment in our recent history in which it was possible to imagine the path ahead, before most of what daily users of the internet now
experience even existed.

This report analyzes terrorist groups’ use of advanced information and communication technologies in efforts to plan, coordinate, and command their operations. It is one component of a larger study that examines terrorists’ use of technology, a critical arena in the war against terrorism. The goal of the investigation reported here is to identify which network technologies might be used to support the activities that terrorists must perform to conduct successful operations, understand terrorists’ decisions about when and under what conditions particular technologies will be used and determine the implications of these insights for efforts to combat terrorism.

Our primary research question was whether memes and codewords, private or fringe online forums, and hybrid real-world/online militia—the three characteristic tactics that support outbreaks of extremist violence for both Jihadi and Boogaloo extremism—are also prevalent in anti-fascist and anarcho-socialist groups. To analyze the use and prevalence of memes and other coded language and activity, we performed analyses on over ten million social media comments ranging from mainstream platforms (such as Twitter) to fringe online forums on Reddit. Throughout the research, we examined whether the same extremist themes and actions that are characteristic of both Jihadi and Boogaloo extremists—themes such as violent revolution, martyrdom, and having a utopian narrative, and actions such as terror attacks—are also found in extremist groups espousing anti-fascism and anarcho-socialism.

Seit Beginn des 21. Jahrhunderts besteht innerhalb der sozialwissenschaftlichen Forschung der Konsens, dass die technologischen Möglichkeiten des Internets von vitaler Bedeutung für den islamistischen Terrorismus sind (Corman 2011; Cornish& Lindley-French&Yorke 2011; Fink&Barclay 2013). Verschiedene Studien bewerten die Existenz des Internets gar als Voraussetzung dafür, dass eine terroristische Organisation wie Al Qaida bereits länger als 20 Jahre existiert, während empirisch betrachtet terroristische Gruppen durchschnittlich weniger als ein Jahr lang bestehen (Archetti 2015; Theohary&Rollins 2011). Ebenso unbestritten ist, dass der „Islamische Staat“ (IS) ohne die Existenz des Internets und der sozialen Medien nicht solch dramatisch viele europäische und westliche Anhänger für seinen Jihad in Syrien und im Irak und für terroristische Anschläge in westlichen Staaten hätte gewinnen können (Goertz 2016; Brooking 2015).

Bereits seit den 1990er Jahren gebrauchen TerroristInnen das Internet für ihre Zwecke, das ihnen ganz neue Möglichkeiten für Propaganda, Rekrutierung, Radikalisierung, Finanzierung und Planung eröffnet hat. Statt auf eigene Webseiten setzen TerroristInnen heute zunehmend und gezielt auf die Neuen Medien. Diese bieten eine hervorragende kostenlose Infrastruktur und erlauben es, ein globales Publikum zu erreichen. Dieser Beitrag beschreibt die terroristische Nutzung der drei größten Social Media-Dienste – Facebook, Twitter und YouTube – und das dahinterstehende Kalkül. Besondere Beachtung finden dabei Inhalte mit Bezug zu Deutschland.
