Anecdotal evidence asserts that extremist materials on the internet play a decisive role in radicalization processes. However, due to a structural absence of empirical data in the current literature, it remains uncertain if—and to what extent—online extremist materials radicalize. Therefore, the approach of the study was two-fold. First, we explored what types of online jihadist media are pro-actively sought and consumed by young adults. Second, we investigated if and how active exposure to online jihadist media is related to cognitive radicalization, whilst taking into account one’s moral disengagement, prior involvement in petty crime, and socio-demographics. Cross-sectional data analyses within a sample of Belgian young adults (n = 1872) show that beheading videos—the most violent and radical form of any of the jihadist materials under scrutiny—were most sought online (36%), but were, paradoxically, the least predictive for radicalization. On the contrary, the rather static jihadist magazines were sought by a small minority (10–11%) but were most strongly associated with radicalization. A stepwise linear regression analysis and Structural Equation Model support our hypothesis that the process of cognitive radicalization is a complex, phasic trajectory from actively seeking out extremist materials to sympathies for violent political behaviors.

This work examines the intersections of subcultural theories and radicalization theories from terrorism studies to identify how they may be improved through integration. To date there have been almost no efforts to merge these frameworks, though terrorism shares common characteristics of deviant subcultures. Both are driven by ideologies that are in opposition to that of their targets. We focus particularly on the process of online radicalization to assess how subcultural research in online environments may inform the process of enculturation into a terrorist belief system. We conclude by discussing the implications of this expansion for research on terrorism and subcultures.

Popular opinion expresses fear that accessing radical Islamic content and connecting with extremist networks through Internet functionalities causes radicalization and recruitment to commit terrorist acts. Anecdotal evidence has been used to support this assertion. The opinion assumes the Internet creates a new path that drives radicalization and recruitment. Whether computer-mediated communication (CMC) and Internet functionalities cause individuals to radicalize has not been thoroughly studied. This thesis explores whether a correlation can be found to attribute radicalization to radicalizing content and extremist networks accessed through CMC and Internet functionalities. A framework is used to evaluate vulnerabilities identified by the psychological, sociological and social-psychological elements of radicalization against the radicalization process, personal history, and the presence of radicalizing conventional communication and extremist contact. The analysis finds three cases that may support a conclusion that Internet radicalization is possible; however, the importance of root causes and individual vulnerabilities may have a greater impact. Since some circumstances involving CMC may increase the likelihood of radicalization, the fear of Internet radicalization may be reasonable, but the number of incidents validating that fear makes the threat unlikely and appears more like a phantom menace than a real threat.

The United Kingdom (UK) has been at the vanguard of online censorship in democracies from the beginning of the modern internet. Since the mid-1990s the government has developed distinctive patterns of regulation – targeting intermediaries, using the bully pulpit to promote ‘voluntary’ self-regulation, and promoting automated censorship tools such as web blocking – which have been influential internationally but raise significant issues of legitimacy, transparency and accountability. This chapter examines this UK experience in light of the European Convention on Human Rights (ECHR) and EU law, arguing that in key regards current censorship practices fail to meet European standards.

The chapter builds on the existing literature in two main ways. First, it assesses emerging censorship practices in the area of terrorist material and extreme pornography. Second, it considers how recent EU legislation and ECtHR case law might constrain the freedom of the UK government and force a move towards different models of censorship.

The chapter starts by outlining the regulatory context. It then takes three case studies – Child Abuse Material (CAM), terrorist material, and pornography/extreme pornography under the Digital Economy Act 2017 – and traces how censorship has evolved from one context to the next. These systems are then evaluated against the standards set by European law and in particular Articles 6 and 10 ECHR, the Open Internet Regulation, and the Directives on Sexual Abuse of Children and on Combating Terrorism.
