My thesis examines how metaphors of globalization shape the global governance of the Internet. I consider how, in a short span of time, discussions of the Internet’s globalizing potential have gone from the optimism of the global village to the penchant of the global marketplace to the anxiety of the global war on terror. Building upon Rorty’s theory of metaphors and Foucault’s notion of productive power, I investigate how the shifts in these prevailing metaphors have produced and legitimated different frameworks of global governance. In considering how these patterns of governance have been shaped in the context of a familiar example of globalization, I demonstrate that globalization has an important discursive dimension that works as a constitutive force – not only in Internet governance but in global governance more generally. By illuminating globalization’s discursive dimensions, this thesis makes an original theoretical contribution to the study of globalization and global governance. It demonstrates that globalization is more than a set of empirical flows: equally important, globalization exists as a set of discourses that reconstitute political legitimacy in more ‘global’ terms. This recasts the conventional understanding of global governance: rather than a response to the challenges posed by the empirical transcendence of territorial borders or the visible proliferation of non-state actors, the aims, institutions, and policies of global governance are shaped and enabled by discourses of globalization and evolve as these discourses change. In short, this thesis provides further insight into globalization’s transformations of state-based political order. It links these transformations to the discursive processes by which systems of global governance are produced and legitimated as sites of power and authority.

Global Terrorism and New Media carefully examines the content of terrorist websites and extremist television programming to provide a comprehensive look at how terrorist groups use new media today.

Based partly on a content analysis of discussion boards and forums, the authors share their findings on how terrorism 1.0 is migrating to 2.0 where the interactive nature of new media is used to build virtual organization and community. Although the creative use of social networking tools such as Facebook may advance the reach of terrorist groups, the impact of their use of new media remains uncertain. The book pays particular attention to terrorist media efforts directed at women and children, which are evidence of the long-term strategy that some terrorist organizations have adopted, and the relationship between terrorists’ media presence and actual terrorist activity. This volume also looks at the future of terrorism online and analyzes lessons learned from counterterrorism strategies.

This book will be of much interest to students of terrorism studies, media and communication studies, security studies and political science.

Cyberterrorism and cybercrime present new challenges for law enforcement and policy makers. Due to its transnational nature, a real and sound response to such a threat requires international cooperation involving participation of all concerned parties in the international community. However, vulnerability emerges from increased reliance on technology, lack of legal measures, and lack of cooperation at the national and international level represents real obstacle toward effective response to these threats. In sum, lack of global consensus in terms of responding to cyberterrorism and cybercrime is the general problem. Terrorists and cyber criminals will exploit vulnerabilities, including technical, legal, political, and cultural. Such a broad range of vulnerabilities can be dealt with by comprehensive cooperation which requires efforts both at the national and international level. “Vulnerability-Comprehensive Cooperation-Freedom Scale” or “Ozeren Scale” identified variables that constructed the scale based on the expert opinions. Also, the study presented typology of cyberterrorism, which involves three general classifications of cyberterrorism; Disruptive and destructive information attacks, Facilitation of technology to support the ideology, and Communication, Fund raising, Recruitment, Propaganda (C-F-R-P). Such a typology is expected to help those who are in a position of decision-making and investigating activities as well as academicians in the area of terrorism. The matrix for international cooperation and vulnerability assessment is expected to be used as a model for global response to cyberterrorism and cybercrime.

Globalization and international media are potent contributors to the rise of the Islamist global jihad. Widespread digital communication technologies that connect people all over the world are a substantial component of globalization. Over the past three decades, “virtual jihad” has emerged as a potent disseminator of radical religious-political ideologies, instilling fear and fostering instability worldwide. Western and global media, while often misrepresenting Islam and Muslims, have played a significant role in disseminating jihadist ideologies. The involvement of global jihadists (mujāhidīn) across myriad media outlets and platforms has allowed them to promote their agenda around the world. Using the Internet and media outlets, global jihadists are able to attract and recruit people to their ranks in an accelerated manner. Jihadists have engaged in media activities that have empowered and expanded the global jihad movement, even in the face of increased mitigation efforts.

The objective of this report is to provide strategic guidance to tech companies, government policy makers, and solution providers in order to increase and improve investment into effective technical approaches that support platforms in tackling the terrorist use of internet services while respecting human rights. While stopping short of providing a detailed roadmap for development, this report aims to provide the overall framework for prioritization of effort given the complex nature of the terrorist threat and the challenges faced by tech companies in adapting to this threat and increased regulatory pressures from governments.

The Global Internet Forum to Counter Terrorism (GIFCT) Legal Frameworks Working Group brought together a range of different stakeholders, including Government, civil society, technology companies, academics, regulators and practitioners. This paper is intended to capture the range of discussion topics covered by the group, outline the primary issues the group identified, and highlight potential areas for further work and discussion.
